Position: Executive Director of Human ResourcesClassification: AdministrationDepartment: Human ResourcesReport to: Chief Financial OfficerGeneral Job Summary:This is a full-time position located at the Administrative Offices in Estherville. Manage, direct, and supervise activities and personnel associated with the Human Resources Office including recruitment and employment of staff, employee evaluation and discipline, employee benefits, regulatory compliance, staff development, payroll, and equal opportunity/equity. Serve as Title IX and Equity Coordinator. A strong commitment to customer service is essential. % of TIME Essential Duties/ResponsibilitiesConstant(67-100%) Supervise all staff and functions of the Human Resources Department. Provide direction and leadership in the development of, implementation of, and compliance with state and federal personnel and labor statutes, rules, employment laws and collective bargaining regulations. Develop and maintain human resources standards, policies, and procedures. Serve as a member of the President's Cabinet. Frequent(34-66%)1. Investigate employee complaints; ensure nondiscrimination policies are in place and enforced; serve as Title IX/Equity Coordinator.2. Administer salary and benefits programs; calculate pay raises and adjustments; apply compensation plan.3. Direct recruitment, selection, and orientation of employees; prepare monthly personnel report for Board of Directors.4. Develop and maintain Employee Handbook; resolve employee benefit questions.5. Facilitate the collective bargaining processes, working closely with the chief negotiator and bargaining team; facilitate the Meet and Confer process.6. Serve on the College's Quality Faculty Plan committee, maintain updates to the plan and maintain records of faculty progression.7. Prepare faculty credential files for review and ensure appropriate documentation to comply with the Higher Learning Commission and Department of Education requirements.8. Serve as the privacy officer for HIPPA Compliance.9. Develop and maintain performance evaluation tracking system for employee review.10. Manage employee demographic and payroll data for human resources information system.11. Monitor federal and state laws involving human resources and payroll procedures to ensure institutional compliance.12. Lead or assist with employee disciplinary measures including employee improvement plans and terminations.Occasional(10-33%) Participate on assigned and voluntary committees of the College. Conduct Title IX, Sexual Assault, and discrimination claim investigations. Prepare for and organize Professional Development days and employee awards and recognition for staff and faculty. Arrange Health/Wellness activities. Complete annual state and federal surveys including but not limited to IPEDS and MIS. Coordinate ergonomic requests. Set up initial College calendars for College-wide committees. Calculate and notify personnel of early retirement options. Perform other related duties as required and assigned. Knowledge, Skills, and Abilities: Ability to access, input, and retrieve information from a computer for word processing, database information, and the mainframe. Ability to organize is essential. Ability to prioritize and balance the needs of people and the task at hand. Represent the College in a most positive manner to employees, students, visitors, and the general public. Must be enthusiastic and energetic in performance of assigned duties and responsibilities. Thorough knowledge of office procedures, telephone techniques and office equipment, as well as correct English usage, grammar, punctuation, and arithmetic. Ability to read and understand written and oral instructions or communication. Ability to efficiently perform tasks in an environment of frequent interruptions. Ability to assume responsibility, deal effectively with problems and exercise good judgment when making decisions. Ability to take notes at meetings and prepare an accurate record of events. Ability to manage personnel and activities in a diversified work setting. Possess excellent public relations, oral and written communication skills. Ability to supervise and evaluate staff in the Human Resources Office. Ability to maintain a high level of accuracy and confidentiality. Special Demands:Sedentary to light work. Position involves sitting most of the time; exerting up to 20 pounds of force occasionally (10-33%). Stooping, kneeling, crouching, pushing, pulling, carrying, occasionally (10-33%). Walking, lifting, and grasping frequently (34-66%). Talking, hearing, and viewing various types of close visual work and repetitive motion constantly (67-100%). May be required to travel utilizing personal vehicle. Must have valid driver's license, good driving record and provide proof of insurance. Employment with Iowa Lakes Community College is dependent upon successful passage of a criminal background check. A Master's Degree in a related area is preferred. Personal computer software knowledge and experience required.
