BASIC FUNCTION OF POSITION: Serves as the Geographic Information Systems Specialist (GISS) for Salt Lake County Emergency Management (SLCo EM) and assists Unified Fire Authority (UFA). Responsible for planning, designing, operating, and maintaining the SLCo EM geographic information system in coordination with UFA's GIS and Information Technology personnel. Coordinates GIS projects and activities between bureaus, cities, counties, the state, and other organizations. Supports and designs workflow and application development, definitions and documentation, database design, maintenance, implementation, and integration with existing Salt Lake County and UFA data systems. Performs spatial analysis and modeling complex scenarios to facilitate executive decision-making. Publishes GIS services and map products to help SLCo EM and UFA achieve their respective missions and objectives. SUPERVISION RECEIVED: Works under the direction of the Emergency Management Division Planning & Intelligence Officer (Plans & Intel Officer) and reports on the status of projects and interagency relations, including private and public-sector entities. Completes projects and tasks with minimal supervision, having work reviewed at critical stages or when unusual circumstances arise to ensure timely completion of assigned tasks and consistency with policies and procedures. Operates in a team environment to consult with the Plans & Intel Officer and the Emergency Management Division Chief/Director in providing SLCo EM, UFA, and the public with excellent customer service as a subject-matter-expert. SUPERVISION EXERCISED: Supervises all GISS interns, including any such employees hired or contracted to do GIS-related work for SLCO EM as well as any GISS personnel assisting during an incident in performing their assigned duties and tasks. Will also oversee and/or advise on information-sharing agreements affecting SLCo EM. PRINCIPAL RESPONSIBILITIES: Responsible for the operation of GIS functions throughout SLCo EM and works closely with Division Chiefs and Assistant Chiefs within UFA to recommend, plan, and implement GIS solutions that integrate with existing data systems and conform to UFA policies and procedures. Performs a wide variety of complex technical and general administrative duties related to the development of digital maps through a geographic information system (GIS) using primarily Esri ArcGIS 10.x, ArcSDE, ArcGIS Online, and related computer applications.Compiles, creates, edits, and manages geographic databases and imagery for mapping and data analysis. Utilizes geoprocessing tools to perform spatial analysis tasks, including geometric network analysis for solving jurisdictional disputes, quickest route, closest facility options, and other response challenges.Administers geodatabase permissions and installs GIS software and products for authorized users. Utilizes knowledge of relational databases, SQL queries, and advanced database principles to maintain, analyze, and preserve data for use in statistics, maps, and reports.Analyzes and interprets spatial data and aerial imagery, prepares customized electronic, interactive, and printed maps and other graphic displays using appropriate cartographic principles for use by Salt Lake County Emergency Management officers and staff. This would include predictive analysis and modeling for hazard-specific or incident-specific threats to SLCo.Develops and deploys interactive web mapping applications using Application Programming Interfaces (APIs) that deliver GIS information and geoprocessing models across organizational boundaries to field workers, decision-makers, and citizens.Integrates GIS with the Records Management System (RMS), including incident, property, and inspection data, and makes information available to field personnel, decision-makers, and government officials as required.Works with the different departments, bureaus, divisions, and cities within Salt Lake County to configure Records Management to meet Emergency Management needs and performs technical tasks associated with planning, organizing, and completing GIS projects.Prepares professional applications, reports and/or maps, and other graphic displays using appropriate database and cartographic principles that conform to agency standards.Provides specifications for software and hardware to facilitate GIS needs throughout Salt Lake County, including recommendations for improving workflows, current practices, and the overall function of GIS within the EM Bureau and UFA.Ensures that the GIS system and all required licensing are maintained efficiently and kept up-to-date by evaluating and incorporating advances in technology and software as it pertains to emergency management and response.Maintains and enhances skill level and knowledge by attending industry trainings, conferences, and applicable seminars. Participates in regional and other user group meetings to provide perspective and gain insight into intergovernmental, interagency, and multi-organizational efforts in GIS coordination and collaboration.Develops GISS's growth and professional development by recommending participation in industry training, conferences, and applicable seminars. Conducts regular evaluations of GISS to ensure performance measures are in place that will help specialists succeed in their role. Along these lines, coordinates and supervises GIS employees' hours and signs off on timecards.Coordinates scheduling to ensure that GIS on-call response is covered on a 24/7 basis and that daily GIS staffing of the Salt Lake County Emergency Coordination Center (ECC) (Watch, Day-to-Day) is accounted for.Responds to ECC activations, IMT deployments, and other emergencies requiring GIS support.Performs other duties as assigned. TYPICAL DECISIONS: Incumbents typically set their own priorities within assigned programs or projects, relying on demonstrated experience and in-depth knowledge of assigned programs, UFA policies and procedures, and customary clerical business practices. The GIS Supervisor makes final decisions regarding GIS-related policies and practices with input from GIS specialists and other EM/UFA staff. MINIMUM REQUIREMENTS: □ Knowledge and Skills Proficiency with Esri ArcGIS software (10.x or newer), including Network Analyst, ArcGIS Online, and web services. Proficiency in developing and maintaining geospatial databases and servers. Proficiency in GIS and cartographic design principles and practices. Knowledge of projected and geographic coordinate systems, feature dataset formats, scales, and graphics. Proficiency with geocoding techniques and address validation. Proficiency in spatial analysis and advanced modeling techniques. Project management principles and methods. Knowledge and understanding of relational database principles. Experience with Microsoft SQL Server 2008 or later and Windows OS. Familiarity and/or expertise in GIS scripting and programming environments such as Python, JavaScript, etc. (Preferred) □ Ability to: Effectively research, investigate, and make recommendations for the use of GIS technologies, including web, mobile, and other new or emerging technologies. Create and develop mobile GIS applications. Operate GPS equipment (Trimble and Garmin preferred) and related software. Establish quality control procedures and techniques. Collect, organize, analyze, and convert data into meaningful reports and visual displays. Perform effectively in stressful situations and complex environments, including long-shift work during a disaster or significant public emergency. Work as part of a team providing GIS tools, data, and training to support Salt Lake County Emergency Management. Deliver quality customer service internally to Salt Lake County Emergency Management and externally to customers and stakeholders at all levels. Solve problems with a systematic, disciplined, and analytical approach. Work independently and use good judgment. Participate in project planning with team members. Follow verbal and written instructions. Communicate effectively and persuasively, in person and in writing. Establish and maintain effective working relationships with employees, vendors, contractors, public officials, and the general public. Manage multiple projects and priorities and meet expected deadlines. Demonstrate organizational skills and attention to detail. □ Licenses & Certificates Valid State of Utah Driver's License Preferred candidates will possess GIS certification from an accredited college or university, the Geographic Information Systems Certification Institute (GISCI), or Environmental Solutions Research Institute (Esri). □ Education & Experience Graduation from an accredited college or university with a Bachelor's degree (consideration given to candidates with a graduate degree) in GIS, Geography, Urban Planning, Civil Engineering, Cartography, or a closely related field with an emphasis in GIS (related work experience may be considered as a substitute for a portion of the required education, done so at the discretion of the hiring team and evaluated on a case-by-case basis). Minimum two years of work experience in GIS (related educational experience, including but not limited to internships and other placement programs, may be considered as a substitute for a portion of the required education, done so at the discretion of the hiring team and evaluated on a case-by-case basis). Preferred candidates will possess knowledge of emergency management, fire department, and homeland security concepts; local government agency obligations under the National Response Framework, NIMS, and ICS (IS-00100.b, IS-00200.b, IS-00700.a, and IS-00800.b preferred). Preferred candidates will also have demonstrated experience with WebEOC, Intterra, and/or Versaterm software and technologies. WORKING ENVIRONMENT Generally, work is performed in an office environment during routine office hours, Monday through Friday, however after hours and weekend work is likely when responding to emergencies or attending training events or meetings. Work activities vary widely including attendance at meetings, field and classroom training, and driving. Work may include infrequent response to emergency incident scenes/command posts to assist with logistical and/or coordination duties and may be during times of adverse outdoor weather conditions (heat, cold, rain, snow, etc.) and may require lifting of up to 25 pounds. If such a response is required, individuals are expected to respond 24 hours/day, 7 days/week, with a minimal response time. PHYSICAL AND MENTAL JOB REQUIREMENTS To perform the job successfully, an individual must be able to perform each of the essential job functions satisfactorily. This position involves periods of prolonged sitting and use of computer equipment. This position requires the physical and mental capabilities to read information printed on paper and displayed on computer monitors; hear, speak, and communicate verbally using the English language; cognitive thinking and mathematical calculation capabilities; manual dexterity to manipulate standard office equipment, papers, files, and records. This position requires occasional driving and the ability to lift up to 25 pounds.
