# RPM The Director, Staffing/Employment and HR Operations contributes to the success of the College by providing strategic leadership as well as day-to-day tactical support in planning, developing, implementing, promoting and evaluating the effectiveness of the Colleges HR strategies, procedures and initiatives. Under limited supervision, provides leadership and performs highly responsible human resources administration work to carry out the Colleges policies and procedures relating to staffing, salary administration, technology within the HR department, and planning. Work involves providing oversight for these functions and ensuring that various HR reports and data requests are completed as mandated by College leadership, the BOT , and/or state and federal agencies. Work further involves providing operational, administrative, and technical support and leadership in overseeing the employment for all college locations and administrative departments. As a senior member of the department, the Director assists in overseeing HR operations, and works closely with the Chief Human Resources Officer to promote a strong employee-oriented culture to further the initiatives in the Colleges HR and Strategic Plans. Under limited supervision, the Director performs responsible human resources administration work in assisting the Chief Human Resources Officer in carrying out GTCCs policies and procedures relating to staffing and process optimization and improvement. Work involves assisting in developing and/or coordinating programs and policies in such human resources components as recruitment, staffing, operation services, and process improvement though the establishment of metrics and analytics to create evidence based process improvement. Employee must exercise initiative and independent judgment in ensuring proper administration of personnel programs. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations. The Director supervises all employment-related work and staff including recruitment, updating job descriptions, salary calculations, establishing new positions, advertising, staffing, background screening and on-boarding. Assists Chief HR Officer in development and implementation of HR policies. Handles confidential and sensitive documents and information without compromising integrity of department/college. Proactively manages the human resources information systems to include data input, ensuring all data is accurate, and preparing reports. Supervises two HR Specialists and the Senior HR Specialist. Reports directly to the Chief Human Resources Officer. Duties/Functions Manage and actively support the recruitment process and ensure that personnel requisitions are properly processed. Follow-up as needed with other HR areas, the hiring supervisor and/or Finance on PAFs as needed. Review and approve all salary calculations prepared by the HR Specialists. Work with hiring supervisors as needed on salary calculation adjustments and ensure balanced, equitable and justifiable decisions; consult with Chief HR Officer on complex requests prior to giving approval. Ensure that all aspects of HRs new employee orientation program are properly carried out. Work closely with assigned employees, HR Specialists, Senior HR Specialist and HRIS Specialist to ensure that all aspects of the employment process and records management responsibilities are carried out in a thorough, accurate and timely manner. Manage and directs the review and update of the compensation and job classification program for the college. Manages and directs the department process used to establish salary assignment for all employees. Staffing: Maintain and update database of job descriptions; serve on the Colleges Faculty Credential Review Committee ( FCRC ) to ensure credentials are in keeping with requirements and adequately recorded. Conducts benchmarking reviews regarding HR best practices to inform improvement of processes as College needs dictate. Provides data analysis and reporting; designs data-collection strategies; collects and/or assembles data; designs basic information services to facilitate the analysis of data; identifies and applies appropriate analysis; produces graphical, tabular and narrative summaries of data and statistical analysis; writes reports and executive summaries of findings. Policy & Administration: In consultation with the CHRO provide management with information and practical guidance concerning HR issues, policies and procedures, performance development plans and related matters. Handle confidential and sensitive documents and information without compromising integrity of department/college. Assist CHRO with development and implementation of all HR policies. Keep abreast of current employment related law. HRIS : Set up and maintain accurate electronic employee files in a timely fashion; oversee research and compilation of data needed to prepare for routine and special reports, ensure accuracy and completeness of information; compare reports as applicable to ensure information is logical and correct, reconciling any discrepancies. Manages and directs the department HRMS /Technology maintenance and revisions as they pertain to updates, support, and/or training. Investigates, analyzes and formulates methods for handling special projects; oversees projects to completion and evaluates final results; prepares and reviews various reports and performs special projects; serves as liaison with outside agencies on special work programs and special projects; advises and directs staff on variety of non-routine matters. Participate in departmental meetings, serve on College committees, and attend professional development. Demonstrate and model the Colleges employability skills: adaptability, communication, information processing, problem solving, responsibility and teamwork. Perform all duties assigned by supervisor. Difficult Challenges Calculating compensation for employees. Maintaining compliance with federal and state regulations concerning employment. Coordinating implementation/maintenance of Human Resources Information Systems ( HRIS ) Managing records reporting. Research reclassification and classification of positions. Contacts Daily: faculty and staff Daily: prospective employees Daily: managers/supervisors Education Required Bachelors degree in Business Administration, Human Resources Development, Education or related field from a regionally accredited post-secondary institution required. Education Preferred Masters degree from a regionally accredited post-secondary institution preferred. Experience Required Three years of progressive experience in Human Resources or a related position required. Experience establishing candidate criteria and assessing candidate/employee skills and proficiencies Experience Preferred Experience supporting recruiting events preferred. Colleague/Datatel experience preferred. Title IX investigation experience preferred. KSA Required Excellent oral and written communication skills. Skill in operating a personal computer utilizing a variety of software applications to include Word, Excel, PowerPoint, as well as proprietary software. Skilled in managing multiple priorities and tasks concurrently and meeting deadlines. Skilled in establishing and maintaining cooperative working relationships with other employees. Ability to gather and manipulate data, analyze and draw conclusions in order to make decisions. Strong understanding of state and federal requirements and regulations. Skill in managing specialized software. KSA Preferred Knowledge of general human resources policies and procedures essential.
