Department: Parks & Recreation Reports to: Assistant City Manager Summary : Under administrative supervision , directs the Parks and Recreation Department (P&R) through effective planning, staff management, and resource allocation in alignment with the City's strategic objectives. ; effectively directs P&R programs to enhance the physical, social, and cultural quality of life for the community; provides strategic leadership to P&R staff, advice and counsel to City management, and assures that P&R issues are properly addressed and resolved. Essential duties and responsibilities may include, but are not limited to, the following : Plans, coordinates, and directs P&R operations through effective planning, staff management, resource allocation, and sound fiscal practices in compliance with applicable policies, procedures, rules, and regulations to meet established goals. Directs programs, projects, and operations, including parks design, facilities, maintenance, safety, recreation programs, golf course activities, athletic fields, aquatic centers, special events, public/private partnerships, inventory control, and community relations. Leads, manages, coaches, and trains employees. Monitors operations to identify and resolve problems; oversees disciplinary actions and ensures consistent and compliant disciplinary processes; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, policies, and services; prioritizes and assigns tasks and projects, monitors work, develops staff skills, and evaluates performance; provides reward and recognition for proper and efficient performance Ensures safety in all P&R Department activities and that employees have the licensure, certifications, training, information, tools, and oversight necessary to work safely and effectively. Ensure compliance with all safety rules and regulations including timely reporting of incidents. Ensures hiring is compliant, timely, and effective; approves all P&R candidates for job openings. Serves as the principal advisor to the City on P&R programs and community service issues; interprets concerns, determines needs, defines desired results, and develops solutions. Develops and manages the budget for the P&R Department; ensures deployment of budgeted funds to accomplish objectives. Presents status reports to City Management and City Council and assures effective communication of operational and technical issues; assures all operational, legal, technical, and financial issues are properly addressed and resolved; interprets and explains federal and state rules and regulations; assures all P&R activities are in compliance with all laws, regulations, and quality and safety standards. Coordinates communications and operations between advisory boards, regional organizations, and state and federal agencies; coordinates projects and events and develops special funding opportunities. Reviews and analyzes operational data and activity reports; identifies trends, infrastructure needs, service demands, and resource availability; develops recommendations and plans to improve operational effectiveness, including use of facilities, new equipment and technology, and changing community needs. Assists with special projects assigned by City Management. Supports the departmental operations with regular and timely attendance. Must have and maintain a cell phone for City use to hold this position. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. Minimum Qualifications: Education, Training and Experience Guidelines : Bachelor's Degree in Parks & Recreation, Business or Public Administration, or related field; AND seven years of public sector Parks & Recreation program management experience. At least three years of supervisory experience is required. A combination of education, training, and experience providing the required knowledge, skills, and abilities may be considered. Knowledge, Skills, and Abilities: State and federal laws governing parks and public facilities, including OSHA and ADA requirements. Policies, rules, and regulations governing the conduct and safety of public recreation programs. Parks & Recreation program planning, projects, best practices, and evaluation principles. Monitoring operations and assuring golf course facilities are properly and safely maintained. Principles and practices of maintenance grounds, facilities, chemical uses, horticulture, equipment types, golf course and turf maintenance. Principles and practices of public sector administrative management, including cost accounting, contract management, budgeting, procurement and bid procedures, customer service, and employee supervision. Techniques and practices for efficient and cost effective management of resources. Techniques and methods for strategic, operational, and financial planning. Environmentally responsible and resource-efficient grounds and facilities maintenance techniques. Local community resources, and state and regional community services programs. Legal, ethical, and professional rules of conduct for municipal government employees. Developing and managing plans, budgets, policies, and procedures. Assessing community needs, and developing recreation programs to meet needs and requests. Analyzing issues, evaluating alternatives, and making logical recommendations based on findings. Checking designs, details, estimates, plans, and specifications for P&R projects. Preparing, reviewing, and presenting management reports. Assessing and prioritizing multiple tasks, projects, and demands. Establishing and maintaining cooperative working relationships with City employees, public officials, and representatives from other local, state, and federal agencies. Supervising and leading staff, and delegating tasks and authority. Operating a personal computer utilizing a variety of business software. Communicating effectively verbally and in writing. License and certification requirements: A valid Texas State Driver's License is required or ability to obtain one within ninety (90) days of employment. Specific industry related licenses, and certifications may be required within a set time period to be defined by City Management. Other training and certifications may be required. Physical demands and working environment: While performing the duties of this job, the employee is regularly required to sit; use hands to operate equipment, handle or feel; reach with hands and arms, see, and talk or hear. May be subject to repetitive motion such as typing and data entry. The employee is frequently required to stand, walk, and sit. The employee must occasionally lift and/or move up to 25 pounds. While mostly performed in a standard office environment, this job occasionally requires exposure to outside weather conditions. The noise level in the work environment is usually quiet.
