The City of Johnson City, Tennessee is accepting online applications for a Director of Information Technology. The IT Director p erforms complex professional and administrative work to develop, plan and implement an Information Technology (IT) strategy that meets the City's digital infrastructure and communication needs, delivers technology solutions to support operations and maintains utmost security. Plans, organizes, directs, and supervises the operation and staff of the Information Technology Department and the City's Information Technology plan; does related work as required. This is a professional and administrative position with responsibility for developing, recommending and implementing strategic direction; managing the activities of citywide information technology systems, local and wide area computer networks, video; data telecommunication systems, internet, intranet, and email systems; technical and supervisory work in directing the staff of the information technology department and formulate policies and procedures for all phases of information technology operation. The work involves ongoing project and contract management, and systems integration responsibilities in coordination with City departments, vendors and contractors. Additionally, this position assists and directs departments in design and implementation of new information technology systems. Work is performed under the direction of the City Manager or their designee while exercising independent judgment and discretion. Incumbent demonstrates strong ethical, professional and service oriented leadership and interpersonal skills, and correctly applies the tenets of the City's Code of Ethics and Values. Supervisory Responsibilities: oversees all technology projects and assignments within the IT department; collaborates with city departments to ensure progressing information system solutions are meeting present and future needs of the City; leads efficient operation of the team so that prompt modernization and upgrades of the City's infrastructure and systems are performed as needed; conducts performance evaluations that are timely and constructive. Examples of Work: (Illustrative Only) evaluates and implements information technology strategies, plans and priorities for a comprehensive citywide information technology program; Project Manager for all enterprise wide applications; collaborates with City Leadership and management teams to identify ways IT can assist with City in achieving operational goals; ensures that IT and network infrastructure adequately support the City's computing, data processing and communication needs; communicates goals, projects, and timelines of the City to the department; plans ways to execute those goals within the department; establishes long-term IS needs and plans and develops strategies for developing systems and acquiring software and hardware necessary to meet those needs; assists as Leadership Level contact for end-users in determining IS requirements and/or solutions; ensures compliance with government regulations that apply to systems operations; evaluates and oversees implantation of all security applications; establishes standards and procedures for information technology systems; recommends long range and short range information systems plans and budgets to the City manager by being familiar with rapid changes in the information technology environment and tailoring those technologies to the needs of the City; define and sets performance standards for new system and / or user application requirements; implements and monitors City information technology programs ensuring the effectiveness of the programs and that goals, schedules and budgets are met; assist in contract negotiations ensuring operating performance and compliance standards; reviews and authorizes purchases of application / operating systems software and computer hardware, network and peripheral equipment; develops, purchases and implements all technology budgets; coach, mentor, and develop the IT organization to be responsive, proactive, innovative, and highly skilled; prepares and monitors department operating and capital budgets and citywide technology program funding; assist departments in data input, output and required reports; develop, procure or assist in education or training of end user needs for appropriate software applications and use of personal computers; select, recruit, retain, develop and motivate a skilled and talented workforce; provide leadership and management of the department through coaching, empowering and facilitating employees working in a team environment; provide high quality customer service to internal and external customers; plans, supervises and reviews work performed by subordinate personnel; supervises flow of work to see that necessary production levels are maintained and that assignments are completed on schedule; prepares or supervises the preparation of information technology procedures, operating manuals and instructions; participates in local, regional, state, national or professional organizations; workshops, conferences, seminars, webcasts or formal training in the areas of information technology changes, applications, productivity / efficiency, performance standards and other areas where information technology can benefit the citywide operation of serving its staff and citizens; maintain up-to-date knowledge in the field of information technology. Required Knowledge, Skills and Abilities: ability to plan, organize and supervise the work of subordinate employees engaged in performing data processing functions; excellent verbal and written communication skills; proficient in Microsoft Office Suite or related software; excellent ability to conceptualize long-term operational goals and develop orderly processes to accomplish those goals; excellent managerial skills; thorough understanding of information technology and information technology systems; ability to adapt accounting and statistical reports; integrity; ability to sit at a workstation or desk for extended periods of time; manual dexterity to work efficiently on a computer keyboard. Acceptable Experience and Training: Bachelor's degree in Business Administration, Computer Science, or Information Technology required. Master's degree preferred. At least 10 years of experience in administration of information systems and technology, with increasing level of responsibility throughout. Masters Degree preferred.
