About This Role: Best Practice Associates, LLC dba of Tria Federal (Tria) is seeking an experienced Director of Contacts to lead and oversee its Contracts Department. The ideal candidate will need to be a hands-on director, able to maintain a strategic focus and work towards developing, facilitating, and maturing the contracts function, while handling day-to-day contracts management responsibilities in a fast-paced government contracts environment. Responsibilities: Lead and supervise the Contracts department, with responsibility for staff, recruitment, professional development, performance expectations, and workload management of the team Oversee and support all contract administration activities throughout the contract lifecycle, including solicitation and contract review, proposal submission, change management, and modification and closeout administration Review, negotiate, and manage partner agreements, including teaming agreements, nondisclosure agreements, subcontracts, joint venture agreements, and consulting agreements Serve as primary representative for contracts-related matters, notifications, and communications with customers and partner counterparts Collaborate with program teams to solicit proposals, negotiate terms, review and facilitate opportunities to enhance contract performance, and communicate effectively with subcontractors Review solicitations and contract terms and conditions, and provide contractual guidance and direction to applicable stakeholders (growth team, operations, finance, executive leadership, and others) throughout all phases of business cycle in order to ensure contract compliance, identify and mitigate risks, resolve performance issues, and foster operational excellence Ensure maintenance of Company contract document repository, manage internal and external contracts reporting functions and administrative accounts (including SAM registrations), and support cost and deliverable status tracking Oversee development and implementation of, and compliance with contract lifecycle policies and procedures, ensuring timely updates to track with relevant legal and regulatory developments, and providing Contracts team insight and perspective for cross-functional process improvement initiatives Develop goals and objectives for the Contracts department, monitor departmental needs and effectively manage resources, and advise executive leadership regarding departmental strategy and requirements Maintain expert knowledge and understanding of contracting principles and government procurement regulations, including the Federal Acquisition Regulation (FAR), applicable agency FAR supplements, and other laws, regulations, and policies relevant to the Company’s contracting policies and strategies Perform other duties as assigned The “Need-to-Have” Skills & Qualifications: Thorough working knowledge of the FAR, FAR supplements, and other laws and regulations directly relevant to federal contracting Experience with a government services contractor Expertise with core elements of federal contract administration, including contract types (T&M, fixed price, and cost reimbursable), acquisition types (F&O, SB set-aside, sole-source, etc.), funding requirements (incremental funding, 75% notices, Stop-Work Orders), Organizational Conflicts of Interest, small business regulatory requirements, government contract administrative systems (SAM, CPARS, etc), reps and certs, key terms in subcontract and teaming agreement negotiation, and common deliverable and reporting requirements Demonstrated experience with all phases of contract lifecycle management, from proposal preparation to contract closeout, at both the prime and subcontractor level Effective leadership, communication, and interpersonal skills, with the ability to interact with a variety of internal and external stakeholders, and to adapt to rapidly changing situation Strong attention to detail and excellent writing skills Capable of working efficiently both independently and collaboratively within group settings, adept at managing short- and long-term goals to drive results Maintains and promotes high ethical standards Professional Certifications: N/A Education: Bachelor’s Degree and ten years of experience as a contracts professional within the federal government contracting community Clearance: Must be a US Citizen and have the ability to obtain a Secret security clearance Years of Professional Experience: Five years of experience managing and developing a team of contracts professionals The “Nice-to-Have” Skills & Qualifications: Certified Federal Contracts Manager (CFCM); or Certified Professional Contracts Manager (CPCM) Advanced degree in business administration, law, or other relevant field Experience managing a corporate supply chain or procurement organization Experience with small business contracting (including Mentor-Protégé relationships Experience with GSA schedules ​ Why Tria?
