The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is responsible for enhancing the security, resiliency, and reliability of the nation's cyber and communications infrastructure. The Agency's Cyber Security Division (CSD) spearheads the national effort to ensure the defense and resilience of cyberspace. Serving as America's cyber defense agency, CISA spearheads the national effort to defend against cyber threat actors that target U.S. critical infrastructure, federal and State, Local, Tribal, and Territorial (SLTT) governments, the private sector, and the American people. The Cyber Security Division (CSD) is looking to develop and implement an innovative and executable strategy to deploy Information Technology (IT) infrastructure and specialized cybersecurity services with a stated goal to develop an effective and operational holistic strategy that supports the mission to defend the nation against, but not limited to, rapidly evolving technological and insider threats. As a CyberSecurity Strategist Subject Matter Expert , you will assist CISA in shaping an effective and operational strategy supporting the mission to defend the nation against rapidly evolving technological threats while protecting critical infrastructure. RESPONSIBILITIES: Assist with developing cybersecurity strategy functions and ensure alignment to external and internal policy, legislative, and regulatory requirements. Provide support to the federal budget formulation, policy development, and performance management functions to optimize the division's ability to strategize goals in the execution of the CISA/CSD mission. As a Cyber Security Strategist SME, you shall demonstrate expertise in key functionalities such as: Strategic Planning Support Operational/Implementation Planning Support Resources Planning and Analysis Support Performance Management and Analysis Support QUALIFICATIONS: Minimum of Five (5) years of experience in a leadership or management role supporting DHS/CISA or a similar government organization in the following cyber security mission and operational areas. Organizational change management and strategy. Development and implementation of technical roadmaps and Annual Operating Plan (AOP) Tying strategy to budget and drafting content for Program Decision Option (PDO) narratives in support of the federal Planning, Programming, Budgeting, & Execution (PPBE) process Federal policy, stakeholder engagement, and communication plan development Management of Federal Government Cybersecurity programs ADDITIONAL REQUIREMENTS: A bachelor's degree with at least (10) years of relevant experience.
