Cost Engineer

Job Posting End Date: Until Filled Shift: 1st Security Clearance: No Clearance SUMMARY Prepares, analyzes and fully develops labor and material estimates at summary, as well as detail level, with minimal supervision, for new construction and change order estimates. Accountable for determining scope of work and costing of labor and material at product category and commodity level and validation of estimate accuracy at these levels. Interface with external department Managers, Supervisors, and peers in Engineering, Production, Planning and Materials. Reports to the Manager, Cost Engineering. ESSENTIAL FUNCTIONS AND DUTIES Develops project plan and schedule at detail level. Prepares equipment inquiries, analyzes quotations, and develops equipment list. Strong spreadsheet and database abilities. Estimates new construction change orders. Measures and validates estimate labor and material. Develops and estimates make/buys and design cost studies. Summarizes and reviews estimate with supervision and management. Represents the department in cross-functional process improvement activities. Consistently makes data driven decisions. Presents estimates to Senior Management in a clear, concise and consistent manner. Develops or coordinates performance analysis reporting. Develops budget rates. Audits budgeting process. Other responsibilities and duties as assigned. SKILLS AND QUALIFICATIONS Engineering undergraduate degree or equivalent plus five years experience in marine engineering or production shipbuilding. Strong mathematical and analytical capability at micro and macro levels. Project management capability. Team leadership skills and multitasking ability required. Position demands long hours when necessary to meet schedule. PHYSICAL DEMANDS Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 5% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering. ACCOUNTABILITY Accurately and reliably prepares estimates for new construction shipbuilding and review with Cost Engineering management. Pay Scale $113,300 - $147,100 This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
