April 18, 2023TO: To All interested persons Bonneville County is now accepting applications for the following position: Position : Community Service/Drug Testing Coordinator Starting Salary: Pay Grade 13 - starting salary $19.50 per hour Work Hours: 40 hours a week Closing Date: Applications will be accepted until position is filled. GENERAL PURPOSE Performs a variety of working level technical duties related to the coordination of the juvenile probation community service and random drug testing programs. SUPERVISION EXERCISED Works under the general supervision of the Juvenile Court Services Director; reports directly to the Chief Juvenile Probation Officer. SUPERVISION EXERCISED Provides direction to the community service/drug testing assistant and/or team leaders - designates times, places, and equipment needed; and provides rosters of the juveniles assigned to work sites and drug testing. ESSENTIAL FUNCTIONS Prepares, monitors and frequently updates drug testing computer to fulfill random drug testing frequency requirements per department policy. Maintains records of juveniles assigned to community service and drug testing, completes reports and enters them into the IJOS system. Contacts collateral agencies within the community and organizes work site opportunities including career development, life-skills and competency development. Receives juveniles assigned to the community service and random drug testing by the court and/or probation officers; establishes work schedules; and reviews medical records to determine limitations of the juveniles regarding work assignments. Supervises work projects and juveniles assigned to community service in accordance with established policies, regulations and procedures. Provides for the safety and security of the juveniles. Provides basic instruction on work methods and processes; use of simple hand tools; and use of appropriate safety procedures and equipment. Operates transport vehicles to and from work sites; arranges for appropriate tools, materials, and safety equipment; arranges for appropriate sanitary facilities when needed, and coordinates time allowances for nutritional breaks if necessary. Observes the conduct and behavior of the juveniles to prevent disturbances and for infractions of rules and unsatisfactory performance. Reports observations to the referring probation officer and to the Chief Juvenile Probation Officer if considered of a serious nature or concern. May search juveniles if necessary for contraband articles. Maintains records of daily community service activities and individual juvenile service records. Prepares and submits various reports and records as required; and issues updates on each juvenile's progress. Performs other related duties as assigned and/or required. MINIMUM QUALIFICATIONS 1. Education and Experience: 1.Graduation from High School or equivalent and 2.Three (3) years of experience performing above or similar duties; Or 3. An equivalent of education, training and experience to demonstrate an aptitude or ability to perform the above and related duties. 2. Required Knowledge, Skills and Abilities: Working knowledge of general maintenance methods and procedures; operation of basic hand tools; general safety equipment and procedures; and general operation and maintenance of transport vehicles. Some knowledge juvenile justice system; complex and technical filing systems related to the county probation case management; procedures related to a variety of court processes; laws governing probation compliance and sanctions. Some knowledge of principles of supervision; basic bookkeeping; basic mathematics; interpersonal communications and public relations; legal terms and definitions; problem solving; planning and goal setting techniques and issues associated with working with mentally and emotionally challenged juveniles. Ability to react effectively in emergency and stress situations; perform work requiring good physical condition; communicate effectively both verbally and in writing; establish and maintain effective working relationships with fellow employees, other agencies, supervisors, and the public. 3. Special Qualifications Must possess a valid Driver's License. Must be at least 21 years of age. Must be willing to work irregular hours, split shifts, including evenings and weekends. Must meet all security requirements including background check and fingerprinting. 4. Work Environment: Functions of the position generally involve a variety of conditions and routine local travel. Elements of the job may pose a high degree of hazard uncertainty. Tasks require a variety of physical activities occasionally involving muscular strain, i.e. walking, standing, turning, stooping, bending, sitting, reaching, talking, hearing and seeing. Must be able to lift a minimum of fifty pounds. Mental application utilizes memory for details, emotional stability, discriminating thinking, guided and creative problem solving.
