About the Position: Reporting to the Executive Director of Public Works and Community Development, the Community Development Director plans, directs, manages, and oversees the activities and operations of both the Planning Department and the Permits & Building Department. They are responsible for developing, planning, and implementing department goals and objectives, which are consistent with the City's Strategic Plan. They oversee all City planning, permitting, inspection, and code enforcement activities and the development, administration, and implementation of the City's comprehensive plan.This position represents the Community Development Department to other City departments and elected officials and outside agencies; explains, justifies, and defends Community Development programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues. They confer with engineers, developers, architects, other agencies, and the general public in acquiring information and coordinating planning, zoning, environmental, and related activities. The Community Development Director manages and participates in the development and administration of the Community Development Department budget; oversees and administers contracts with outside engineers, planners, and consultants; and reviews the work of consulting staff for compliance with City standards and goals. The Community Development Director plans and facilitates high-level planning meetings to coordinate the efforts of boards and city officials. Ideal Candidate: The City of Katy seeks an experienced, goal-oriented leader to serve as its Community Development Director. They will be knowledgeable in the principles of planning, zoning, and community development. The ideal candidate will be well-versed in regulations governing community development activities, processes for developing and administering budgets, and supervisory principles, practices, and methods. The ideal candidate will be comfortable directing the daily operations of the City's Community Development Department; reviewing project proposals and providing planning/development recommendations; and preparing and analyzing reports, statements, and correspondence. They will establish and maintain cooperative working relationships with staff, City departments, elected officials, outside agencies, community groups, and the general public. The ideal candidate will also develop, administer, and monitor departmental budgets and supervise, lead, and delegate tasks and authority.The chosen Community Development Director will be an excellent communicator, both orally and in writing, with great presentation skills who is able to work with the City Manager and the City Council and is responsive to the citizens of Katy. They will be able to develop relationships with peers and the development community, leading their staff without micro-managing them. The chosen Community Development Director will be able to handle multiple tasks in a fast-paced environment and manage projects, keeping them on time and within budget. Essential duties and responsibilities may include, but are not limited to, the following: Other responsibilities include: Assists with the negotiation of development agreements and planned development districts. Analyzes the effects of new legislation dealing with land use, planning, or environmental issues on City development plans, programs, and activities. Directs and oversees the preparation and administration of various grants from State, and Federal governments. Attends regularly scheduled meetings and special meetings. Selects, trains, motivates, and evaluates Community Development Department staff. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Performs other duties as required. MINIMUM QUALIFICATIONS: Education, Training, and Experience Guidelines: ยท Master's Degree with 8 to 10 years in urban development, municipal planning, code administration, or broad and extensive experience in economic development and 3 to 5 years of supervisory experience. Experience in a home rule municipality is preferred. Knowledge of: Principles of planning, zoning, and community development. Regulations governing community development activities. Processes for developing and administering budgets. Supervisory principles, practices, and methods. Skill in: Directing the daily operations of the City's Community Development Department. Reviewing project proposals and providing planning/development recommendations. Communicating clearly, both orally and in writing. Establishing and maintaining cooperative working relationships with staff, City departments and officials, outside agencies, community groups, and the general public. Preparing and analyzing reports, statements, and correspondence. Developing, administering, and monitoring departmental budgets. Supervising, leading, and delegating tasks and authority. LICENSE AND CERTIFICATION REQUIREMENTS: A valid State driver's license may be required. AICP Certification, preferred.
