As a Contract Coordinator for the City, you will be responsible for creating and monitoring approvals for and maintaining records of, the professional services agreements, interlocal agreements, job orders, and construction contracts required for various Capital Improvement Program (CIP) projects. Essential duties and responsibilities include: Prepares professional service agreements, and supplemental agreement amendments necessary for the design of CIP projects by consulting with department staff, and design consultants, to obtain scopes of work, level of effort costs, and schedules, ensuring compliance with City standards. Provides quality assurance to construction contracts by reviewing the notice of intent letters and contract documents submitted for execution by ensuring bonds and insurance compliance, addenda and signatures are complete and meet the City's requirements and takes action to submit to the City Secretary and Legal Departments for execution. Drafts supplemental services amendments to professional services agreements and reviews construction change orders, providing a review for clarity and accuracy in language, format, and costs. Performs, coordinates, and facilitates procurement-related meetings such as pre-proposal meetings, post-award conferences, team briefings, and evaluation scoring process and contract status, including entry of bid information into the City's bid system, and liaison with Purchasing Manager. Creates, maintains, tracks, and assures accurate documents are entered into the City's Agenda Request software system, and document retention software for professional services agreements, and amendments, and coordinates with the Legal staff and City Secretary regarding agreements and contracts sent for review and execution. Maintains a compliance record for all City, State, and Federal forms required for compliance, insurance documents, and coordination with the City's Risk Manager. Tracks the insurance certificate and contract timeframes of contracts. Drafts and maintains records of Interlocal Agreements that the City requires by consultation with Assistant Directors, project managers, consultants, and external agencies on projects that will be funded by or carried out by external entities. Reviews external agency funding requirements (Travis County, Texas Department of Transportation, Texas Commission on Environmental Quality, Texas Department of Emergency Management) for grants, or funding participation agreements, drafts applications for funding, and ensures attachments and requirements are addressed on professional services agreements and other project documentation. Perform other related duties as assigned. Qualifications and Skill Requirements: Formal Education: Bachelor's degree in Business and Public Administration, English, or a related field. Relatable Work Experience: Two (2) years of related experience. Demonstrated skill in critical thinking, comprehension, legal terminology, and language. Proficient in Microsoft Office suite. Licenses, Certifications, and Training: Valid State of Texas Driver's License with acceptable driving record. Preferred Qualifications: Procurement certification related to professional services or construction contracts. Certified Texas Procurement Manager (CTPM), Certified Professional Contracts Manager (CPCM), or Certified Professional Public Buyer (CPPB). Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Benefits Overview: 10 hours of vacation leave per month, 3 weeks per year. 8 hours of sick leave per month, 12 days per year. Sick leave incentive pay- Employees are compensated in December each year for 25% of their unused sick leave accumulated during the preceding fiscal year. Medical insurance and benefits are provided at zero premium cost to the employee. 50% dependent health benefits premium contribution. Dental benefits are provided at zero premium cost to the employee. 24 hours of paid personal holiday leave each fiscal year. 10 wellness hours each fiscal year for eligible preventive and mental health services. Longevity pay of $8 per month begins with the first anniversary and will be paid on a separate paycheck in December of each year. Retirement plan includes a 7% contribution of an employee's gross salary to the Texas Municipal Retirement System (TMRS) with a City contribution match of 2 to 1 (14%) at retirement. Retirement eligibility requires 5 years of service at age 60 or 20 years of service at any age. Employees also have an additional retirement fund option to participate in a 457 plan. Long-Term Disability is employer-paid and covers 60% of the employee's salary up to $7,500. For eligible employees, military leave provides up to 15 days of paid leave per fiscal year. Education reimbursement assistance up to $5,000 per fiscal year. Employer-paid basic term life insurance policy two (2) times an employee's base salary, up to $325,000 maximum. 40 paid service hours are available to volunteer within our community. Up to 160 hours of paid parental leave to eligible employees following the birth of an employee's child or the placement of a child with an employee in connection with adoption, foster care, or other legal placement to care for and bond with the child.
