Buyer Purchasing Department $25.00-$30.00/hour Based on qualifications The Purchasing Department procures goods and services at the lowest competitive prices from competent vendors meeting specifications. Purchasing Department personnel guarantee the integrity of the purchasing process and ensure that all vendors and City personnel are treated equitably and professionally. DUTIES Under general direction, perform a variety of tasks in identifying, coordinating and facilitating City-wide purchases. Monitor contracts and administers the competitive bidding process. Assist staff and departments in developing scope of work and bid specifications. Write customized bid documents for bids, Requests for Proposals, and Quality Based Selection documents. Oversee and assist with the evaluation of purchase requisitions and generates purchase orders. Monitor, evaluate, and document vendor and product performance. Evaluate products and services. Perform contract administrative functions including protest investigations. Assist in the administration of the City's procurement card program, the development of training and instructional materials, and the implementation of new purchasing programs. Perform related work as required. REQUIREMENTS Bachelor Degree in Business Administration or a closely related field (with coursework in accounting, purchasing and/or budgeting) from an accredited college or university. Three (3) years recent, full-time work experience performing purchasing functions for a public employer/governmental entity. May consider applicants with an equivalent combination of training and experience. Proficient skill in Microsoft Office, specifically Outlook, Word, and Excel. Must possess a valid Michigan driver license with a good driving record (based on City of Troy standards). Out of state applicants must provide current driving record at time of application and obtain State of Michigan license within one month of appointment. As a condition of employment, the successful candidate must pass a background check and pre-employment physical including drug screen, including marijuana. PREFERENCES Certified Professional Public Buyer (CPPB) designation from the Universal Public Purchasing Certification Council. Recent experience with financial/procurement information systems, specifically Tyler (New World Systems) logos.net. or other integrated financial software and MS Office software. HOURS Part-time, year-round. Twenty-five (25) hours per week; Flexible schedule Monday-Friday between the hours of 8:00am-4:30pm. APPLY Applications are available at www.troymi.gov/jobopenings .
