All duties are performed under general supervision; the position involves considerable responsibility, authority, and the use of independent judgment. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Direct, coordinate, and manage the daily operation of the Tampa Bureau of Public Health Laboratories, staffed with laboratory scientists and clerical staff providing comprehensive clinical and surveillance testing services to area county health departments, hospitals, physicians, and other providers in one of most populous areas of the state. Ensure the laboratory is able to respond to public health events in a timely manner with quality laboratory results. Effectively manage personnel. Maintain appropriate licensure to serve as director and ensure laboratory maintains CLIA (Clinical Laboratory Improvement Amendments) certification and State of Florida Clinical Laboratory License. Maintain a comprehensive Quality Assurance Program with a continual quality improvement. Consult with county health officials, physicians, hospital, and other private laboratories, and state government staff regarding public health concerns and issues, laboratory services and interpretation of laboratory test results. Perform outreach activities to the communities served, with particular attention to the BPHL. Foster research, using collaborative approach with the University of South Florida, other academic institutions, and agencies such as CDC. Work with the Bureau Chief and other BPHL Laboratory Directors to ensure a comprehensive quality laboratory system of public health testing for the State of Florida including: 1.) up-to-date testing menus; 2) state-of-the-art testing methodologies; 3) quality management system; 4) information technology and efficient and timely reporting data; 5) laboratory outreach; 6) cost-efficient use of resources; 7) preparedness for emergency events; 8) overall efficient and effective laboratory management. Establish and maintain coordinating linkages between the BPHL. University of South Florida (USF) College of Medicine, and USF College of Public Health. Prepare accurate reports, articles, and gather other relevant information, as needed, for effective communication regarding BPHL can be disseminated. Perform other related duties are required. Required Knowledge, Skills, and Abilities: Knowledge of management principles and practices. Knowledge of terminology, principles and techniques used in laboratory analysis and testing. Knowledge of procedures, techniques & equipment used in laboratory testing and analysis. Knowledge of the methods of data collection. Skill in the use of laboratory equipment. Ability to collect, record and analyze scientific data and perform quantitative analysis. Ability to communicate effectively. Ability to work independently. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques. Ability to assess budgetary needs; formulate policies and procedures. Ability to solve problems and make logical decisions. Ability to prepare scientific reports and articles. Qualifications: Minimum - Doctoral Degree, Five years of Experience. E ligible to sit appropriate board examination to qualify as a CLIA Laboratory Director. Eligible for State of Florida Licensure as a Clinical Laboratory Director Preffered - Board Certified as a CLIA Laboratory Director.
