Reporting to the Director for Innovation, the Associate Director for Clinical Services is responsible for the programmatic and operational management of the mental health services for LIRS and provides vision and leadership to ensure quality service provision and coordination of services to Unaccompanied Children (UC) and other immigrant populations. This role closely collaborates with the Director to ensure the successful expansion of high-quality clinical services at LIRS and partner agencies. DUTIES Provides leadership and accountability on LIRS capacity expansion efforts for community-based mental health programs. Supervises program supervisors, clinicians, and clinical case managers to ensure that specific clinical and therapeutic programs, activities, and staff are consistent with their adherence to LIRS's mission and vision, regulations, structure, policies, and procedures. Provides clinical leadership to ensure all treatment and clinical activities are consistent across LIRS programs. Leads LIRS through the credentialing process for insurance providers Responsible for the launch of new therapeutic programs, ensuring quality staff, training, and preparation of community partners that will work with the population (i.e., schools, medical/mental health care providers). Develops and maintain positive relationships with funding sources, licensing sources, referral sources, and collaterals. Oversees data collection and review to evaluate individual and program success set goals for improvement based on overall strategies and objectives. Provides crisis intervention and guidance to staff regarding clinical components of crisis intervention and long-term treatment strategies. Responsible for knowing case trends and the changing needs of children and families entering the programs, including new refugee populations being referred for U.S. resettlement, to inform program capacity development work with the national network. Remains knowledgeable of complex mental health/trauma, medical, safety, and juvenile justice issues that impact children and families who are referred for care. Ensures program compliance with contractual and reporting requirements Identifies areas of need and creates and delivers training and technical assistance Develops new program proposals in coordination with the Development Team Reviews and monitors data quality and assurance for clinical services Completes monthly, quarterly, and annual reports Monitors case files for compliance with state and federal guidelines Provides direct therapeutic services to clients and community as needed including group work and family therapy. Researches and writes papers or other educational documents regarding case, programmatic and systemic trends, and issues. Other duties as assigned QUALIFICATIONS Master's degree in Social Work with clinical experience. Licensure to provide clinical services in Maryland. Board-approved supervisor in the state of Maryland (LCSW-C). Supervisory experience in direct service delivery with the ability to effectively delegate tasks and responsibilities. Prior experience working with refugee and/or immigrant populations, preferred. Bi-lingual English and Spanish preferred. Excellent verbal and written communication skills, including interpersonal communication, group leadership skills, public speaking, and clinical and persuasive writing skills. Ability to work under stress or in a fast-paced environment, including crisis situations. Strong organizational skills with knowledge of financial, human resource and marketing requirements. Computer and typing skills sufficient to perform essential job functions. Valid Driver's License, proof of automobile insurance and positive driving record to transport minors in own vehicle if needed required. Pass a criminal history screen, including state and local child protection agency Commitment to LIRS's core mission and values and an ability to model those values. Special Position Requirements Bilingual in Spanish and English strongly preferred. Must be at least 21 years of age. Must be able to pass an FBI background check as well as a CA/N check for every state in which they have resided in the last five years. Ability and willingness to travel up to 25%.
