Job Title: ASSISTANT DIRECTOR - FACILITY ADMINISTRATOR This Position: X Exempt This Position: X Supervisor Reports To: Director/Chief Juvenile Probation Officer Brief Job Description: Responsible for the daily operations of the facility, which includes both the post and pre-adjudication programs. Ensures that services are continually evaluated and being implemented in a manner that best serves the youth of Bell County Juvenile Services. Basic Qualifications: Master's degree preferred, but not required. Must have bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Coordinating Board, Texas College and University system; Must have, or meet the criteria for: Five years of experience in juvenile corrections; Three years management experience in juvenile corrections; Current Supervision Officer Certification; and Current Juvenile Probation Officer Certification. Must have a valid Texas Driver's License and proof of adequate liability insurance. Must have a personal vehicle that is dependable for day-to-day transportation. Must possess physical stamina to handle potential outbursts of violent youth. Must be able to restrain and/or handcuff a child who is resisting. Must have the ability to work with a diverse population. Must be of good moral character. No staff member may possess while on duty any firearm, illegal weapons, or chemical agents. . Essential Job Functions: Fulfill all duties related to his/her assignment as directed by the Texas Juvenile Justice Department. This includes, but is not limited to, all policies in accordance with the Prison Rape Elimination Act (PREA), Texas Family Code, Bell County Employee Handbook, and Bell County Juvenile Services policies and procedures. Keep the Director advised of all critical situations that may arise. Always maintain his/her appearance and appropriate professional behavior. Address behavioral issues/concerns to ensure compliance, to include assisting staff during any situation that requires the use of Handle with Care and the department approved behavior management program. Duties include, but are not limited to: the supervision of facility staff; preparing reports and providing statistical analysis; providing input and making recommendations for staff and program development; Time is vastly spent performing administrative duties regarding operations of the facility. Develops and sets the course for operations in conjunction with the supervisory team. Allows the supervisory team to implement the operations while monitoring progress and making necessary adjustments. Has a general to specific knowledge of every policy, procedure, and practice. Has general to specific knowledge to the application of every policy, procedure, and practice. Coordinates the activities of the supervisory team. Empowers supervisory staff to be independent decision makers. Mentors and coaches supervisory team by sharing expertise to broaden the scope of the team members ability to make and implement proactive decisions. Provides and models confident and decisive leadership to the supervisory team for emulation. Evaluates and monitors data, trends and/or phenomena to determine the efficacy of existing policies, procedures, and practices. Serves as a technical and general resource for the supervisory team. Periodically surveys and inspects the condition of the physical plant to ensure appropriateness for the housing of residents. Periodically surveys and observes the direct-care activities of supervisors and line staff and provides constructive feedback. Maintains a clear distinction between the role of the administrator and supervisory/direct care staff. Operates with a mindset to be prepared for the unprecedented. Monitor programs and process, recommend and initiate changes in policies and procedures. Assists in the development and management of the budgetary requirements of the facility. Performs other related duties as may be assigned by the Director/Chief Juvenile Probation Officer. Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health and safety of themselves and others. Must be able to effectively use computer software and data systems. Bell County will conduct background checks that will include a criminal background check and may include motor vehicle records, employment records or educational attainment.
