JOB OPENING CITY OF FARMINGTON JOB POSITION #66: AQUATICS MANAGER NUMBER OF VACANCIES: 1 DEPARTMENT: Parks, Recreation & Cultural Affairs WORK LOCATION: Farmington Aquatic Center PAY CLASS: N - Exempt HIRING RANGE: $58,612.1187-$91,115.6040/Salary DAYS WORKED: Varied HOURS WORKED: Varied TYPE OF POSITION: Regular, Full-Time APPLICATIONS WILL BE RECEIVED: Until Filled JOB DUTIES OVERVIEW This is a supervisory position working with the Parks, Recreation, and Cultural Affairs department. The department has twelve (12) diverse divisions that are committed to growing a happy, healthy community for all, and enriching community quality of life through exceptional parks, programs, cultural experiences, and customer focus. Under general direction from the Assistant Director of Recreation and PRCA Director this position develops, manages, coordinates, and implements a variety of aquatics related activities and events for the City of Farmington. ESSENTIAL DUTIES Works with other division heads in maintaining and implementing department standards. Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public. Operates a motor vehicle to assist in carrying out the business of the department and the City. Supervises aquatic staff including lifeguards, instructors, seasonal employees, maintenance staff, and volunteers. Manages and supervises assigned operations to achieve goals within available resources. Directs the patrolling of the pool and the enforcement of safety rules and regulations. Plans and organizes workloads and staff assignments. Selects, trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Provides leadership and direction in the development of short- and long-range plans. Gathers, interprets, and prepares data for studies, reports and recommendations. Assures that assigned areas of responsibility are performed within budget, and performs cost control activities. Monitors revenues and expenditures in assigned area to assure sound fiscal control and prepares annual budget requests. Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. Oversees the collection of deposits and compilation of financial documents. Researches, plans, and implements fee structures for aquatic facilities. Plans, develops, and implements aquatic programs and coordinates staff in the implementation of the programs. Works with the City of Farmington marketing team to publish a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications promoting aquatic programs and facilities. Reviews existing aquatic programs and revises or changes programs as needed. Schedules various aquatics competitions throughout the year. Approves the scheduling of all aquatic activities. In coordination with the PRCA Business Analyst develops and implements Memorandums of Understanding (MOUs) for outside organizations to use aquatic facilities. Responds to public inquiries about aquatics programs made by telephone, correspondence, social media platforms, or during public meetings. Promotes interest and provides information regarding aquatics programs to school officials, other recreation officials, community service groups, other departments, and the general public. Oversees the maintenance and janitorial operations of the indoor and outdoor swimming pools, interactive fountains, and aqua park. Assures that all pools and interactive fountains are in compliance with Environmental Improvement Division regulations. Oversees mechanical and chemical systems troubleshooting and scheduling of maintenance and repairs of the systems. Performs minor repairs to mechanical and chemical systems. Oversees and assists in the opening and closing of seasonal facilities. Attendance at work is an essential function of this position. NON-ESSENTIAL DUTIES Performs a variety of miscellaneous duties such as answering phones, typing correspondence, running errands, picking up supplies needed for activities, conducting classes, lifeguarding, collecting fees, making arrangements for use of pool, helping set up for classes, events, etc. Monitors and maintains filtration systems for all pools and interactive fountains. Monitors pool and interactive fountain water chemistry through testing of water samples. Adjusts chemistry as needed to maintain standards. The duties listed above are intended only as illustrations of the various types of work that may be performed. QUALIFICATIONS This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing. Graduation from a four‑year college or university with a degree in recreation or a closely related field, and two years of experience in the management, operation, and maintenance of aquatic facilities, or an equivalent combination of education and experience. Extensive background checks required. Valid driver's license with acceptable driving record for the past three years or state of current residency. Must be a Certified Pool Operator or an Aquatic Facilities Operator or have the ability to obtain one within six (6) months of employment. Must have current Red Cross Lifeguarding and Waterfront Certification or ability to obtain one within 60 days. Must have current Water Safety / Lifeguard Instructor certifications or ability to obtain one within six (6) months. Must have current Water Safety / Lifeguard Instructor/Trainer certifications or ability to obtain one within one (1) year. Knowledge of filtration and chemical injection systems. Knowledge of Occupational Safety and Health Act (OSHA) and Environmental Improvement Division (EID) regulations to assure compliance and public safety. Knowledge of pool chemistry. Knowledge of United States Swimming and Diving rules and regulations. Considerable knowledge of recreation philosophy, planning, and administration. Knowledge of the equipment, facilities, operations, and techniques used in a comprehensive aquatic recreation program. Skilled in operation of listed tools and equipment. Ability to develop, coordinate, and direct varied activities involved in a community recreation program. Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders, and the general public. Ability to communicate effectively orally and in writing. Ability to plan and supervise the work of paid staff and volunteers. This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program. TOOLS AND EQUIPMENT USED Water treatment systems, high rate sand filter systems, flow meters and gauges, UV systems, pool timing system, safety and rescue equipment, small hand tools for minor pool maintenance and plumbing repairs, personal computer including Microsoft software, cash register, calculator, copy and fax machine, phone, handicapped lift, water test kit, vacuum system, mobile or portable radio, automobile etc. PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to walk, sit and talk, or hear. The employee is occasionally required to swim, use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl. The employee must be physically able to perform all rescue skills required to complete the Red Cross Lifeguarding and Waterfront certification. The employee must occasionally lift and/or move up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
