ACCOUNTING COORDINATOR Finance ANNOUNCEMENT NUMBER: 0423-21E Kitsap Regional Library is looking for an organized, detail-oriented professional to perform a variety of accounting related functions. This position is responsible for accounts payable, cash receipts, invoice processing, and other related activities. The Accounting Coordinator reports directly to the Chief Financial and Operating Officer. The beautiful Kitsap Peninsula is located directly across from the vibrant city of Seattle and is easily reached by a state ferry system that offers regularly scheduled ferry runs between Seattle and either Bainbridge Island, Bremerton or Kingston to the north. The Kitsap Peninsula is in close proximity to the Olympic Peninsula and the Olympic National Forest and serves as a popular destination for all types of outdoor recreation activities, including hiking, camping, kayaking, scuba diving and boating. We enjoy over 200 miles of accessible shoreline. GENERAL DESCRIPTION Work is performed under limited supervision of the Chief Financial and Operating Officer (CFOO), to oversee the receipt and reconciliation of revenues, accounts payable processing, cash receipts, maintenance of the general ledger and perform other related accounting functions. Typical duties include processing invoices for payment and maintaining related vendor files, preparing a variety of monthly, quarterly and annual reports and monitoring daily money counting and bi-weekly deposits for Kitsap Regional Library. This position will also provide backup to payroll functions. ESSENTIAL FUNCTIONS Any of the following duties may be performed. These examples are representative and do not include all specific tasks an incumbent may be expected to perform: DUTIES: Prepares and reconciles a variety of financial records and statements, including financial statements, budget comparisons, tax payments, and other internal financial reports for departmental stakeholders and the Board of Trustees. Process invoices for payment, ensures appropriate coding and input of invoices. Audit invoices and validate to receiving documents. Prepare and distribute vendor checks and maintain vendor files. Provide credit references to prospective vendors. Obtain necessary 1099 information. Coordinates invoicing of the Kitsap Regional Library Foundation and other non-Library agencies. Monitors weekly cash requirements for library operations and recommends to CFOO appropriate wire transfers from the County Treasury to the Library Operating fund. Balances and reconciles bank statements. Prepares unclaimed property report to the State. Processes the cancellation of stale warrants. Monitors and maintains Kitsap Regional Library's electronic invoice system. Coordinates and enforces compliance with Kitsap Regional Library's purchasing card program. Prepare monthly accounting reports including tax reports, and internal financial reports. Ensure accounts payable and cash receipting processes are conducted in accordance with Kitsap Regional Library's budget, polices and resolutions, Generally Accepted Accounting Principles (GAAP), Budgeting, Accounting and Reporting Systems (BARS) and Federal, State and County rules and regulations. Assist CFOO with year-end closing of books and preparing associated reports Assist CFOO with annual audit. Answer inquiries from staff regarding accounting issues and procedures. Perform other related duties as assigned. CORE SKILLS AND QUALITIES: Performing and coordinating a variety of professional accounting functions. Reconciling general ledgers, bank accounts, and monthly benefits Analyzing data and preparing reports Establishing and maintaining effective working relationships with Library staff, outside agencies and vendors. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Generally Accepted Account Principles (GAAP) Knowledge of Federal and state laws, regulations and standards governing accounting activities Knowledge of computerized accounting systems and software Ability to analyze and solve routine discrepancies, prepare and maintain accounting records, and act as a steward of confidential financial information Ability to operate standard office equipment, including but not limited to personal computer and related software packages to perform analysis, information retrieval and tracking. Intermediate keyboard and data entry skills Ability to navigate, search and use web functions and software applications Intermediate (or Basic) Microsoft Office Suite skills (Outlook, Word, Excel) to satisfactory complete job responsibilities. Ability to maintain a high degree of accuracy, work well under pressure with frequent interruptions and to meet established or mandated deadlines. Ability to utilize high-level judgement in independent problem solving. Knowledge of business English, report formats, business correspondence and grammar. Ability to communicate effectively verbally and in writing. Requires the ability to lift, push, pull and carrying objects weighing up to 10 pounds and occasionally up to 25 pounds. Work is performed indoors under office-type conditions. QUALIFICATIONS AND EXPERIENCE Bachelor's Degree in Accounting or Business Administration, plus 5 years accounting experience OR an equivalent combination of education and experience. Advanced knowledge of professional accounting principles is desired. Experience in public sector accounting and knowledge of State of Washington Budgeting, Accounting and Reporting System (BARS) is preferred. * A resume and cover letter are required for all positions and may be uploaded or copy/pasted and submitted with your application. S CHEDULE This is a full-time non-exempt position scheduled for 40 hours per week . The schedule will be determined by the supervisor upon hire and may include weekends and evenings. Please note that schedules are subject to change to meet the needs of the library. BENEFITS & SALARY Employees regularly scheduled 20 or more hours per week are eligible to participate in our medical, dental, vision, basic life, AD&D, long term disability insurance plans, health reimbursement arrangement (HRA), as well as our employee assistance program. Additionally, all employees regularly scheduled 20 or more hours per week receive 13 paid holidays throughout the calendar year. Full-time, hourly employees earn 15 days of vacation leave, 12 days of sick leave, and 1 personal day their first year. Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years. Compensation range is $27.29-$36.67 hourly DOE. New employees are typically brought into the organization within the first three steps of the pay range depending on required and relevant experience and in alignment with internal equity.
