Summary of Duties Performs a variety of professional and administrative tasks in the area of governmental accounting, applies principles of accounting to analyze financial information, ensures best practices are utilized, and prepare daily financial records and financial reports by performing the following duties. Distinguishing Features of the Position Under the direction of the Assistant Finance Director, and using knowledge, skills, and abilities developed through accounting education, training, the work in this class involves: Performing high-level finance and accounting functions such as budget preparation and general ledger maintenance, which require knowledge of a variety of subordinate functions (e.g., cash receipts, accounts receivable, accounts payable) and the relationships between functions; Responsibility for one or more highly complex systems including payroll processing, bi-weekly, monthly, quarterly and annual reports, W-2 processing and other payroll related reports and functions for non-union and six union contracts in coordination with the Human Resources Department; Interpreting and explaining Finance Department and City-wide policies and procedures; Authority to independently approve purchases, payments, billing adjustments and payroll adjustments, consistent with existing policies and procedures; Accounting, financial reporting and the annual audit which requires investigation and analysis of complex transactions; Purchase Order requisition management using computer system and working closely with departments and accounts payable clerk to ensure proper procurement procedures are followed. Includes review of contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement; The Accountant is expected to make routine decisions independently, consistent with professional standards, best practices, department policies and procedures, and make policy recommendations. The Assistant Finance Director provides primary supervision to the Accountant through training, general direction and review of work products. However, the Finance Director may assign projects and provide supervision. The Accountant will serve as a technical resource to other City staff, may coordinate the work of other staff members on selected tasks and special projects. Essential Duties and Responsibilities include the following. Other duties may be assigned. Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions. Distributes expenditures, encumbrances, receipts, and receivables according to schedules. Performs statistical analyses to determine trends, estimates, and significant changes, and writes narrative reports explaining findings. Analyzes financial information detailing assets, liabilities, and capital, and prepares balance sheet, profit and loss statement, and other reports to summarize and interpret current and projected company financial position for other managers. Audits contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement. Determines proper handling of financial transactions and approves transactions within designated limits. Monitors compliance with generally accepted accounting principles and company procedures. Reviews, investigates, and corrects errors and inconsistencies in financial entries, documents, and reports. Installs, modifies, documents, and coordinates implementation of accounting systems and accounting control procedures. Devises and implements system for Accounts Payable, Accounts Receivable and Purchase Orders with the approval of the Assistant Finance Director. Makes recommendations regarding the accounting of reserves, assets, and expenditures. Conducts studies and submits recommendations for improving the organization's accounting operation. Collects appropriate data and prepares federal, state, and local reports and tax returns. Supervisory Responsibilities Directly supervises two employees in the Accounts Payable and Accounts Receivable. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Internet software; Payroll systems; Spreadsheet software and Word Processing software.
