About the Family & Social Services Administration (FSSA): FSSA was established by the Indiana General Assembly in 1991 to consolidate and better integrate the delivery of human services by state government. FSSA is a health care and social services funding agency. Ninety-four percent of the agency’s total budget is paid to thousands of service providers ranging from major medical centers to a physical therapist working with a child or adult with a developmental disability. The seven care divisions in FSSA administer services to more than 1.5 million Hoosiers. FSSA’s mission is to compassionately serve Hoosiers of all ages and connect them with social services, health care and their communities. Salary Statement : The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: Manage workflow to aggressively process transactions in an accurate and timely manner. Prioritize work within a unit to ensure that deadlines are met. This includes assessment of transactions needing emergency processing. Implement procedures to automate the electronic transfer of funding to eligible employees, vendors, and grantees. Coordinate and implement such activities as to make this possible through the efforts of other state agencies, such as the Auditor of State’s Office. Assure accurate reporting of the disbursement data through various mediums. Develop and ensure the writing of unit goals and objectives. Develop and ensure the writing and implementation of procedures for the accounting and balancing of accounts in which disbursement checks are written. Reconcile accounts in which warrants are written. Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures. What You'll Need for Success: This person must have the following requirements to be considered for employment: Specialized knowledge of the principles and practices of public accounting and auditing. Specialized knowledge of federal and state laws, policies, and procedures as they pertain to auditing, accounting, disbursement, payroll, fixed assets, and bookkeeping. Specialized knowledge of agency programs and software. Specialized knowledge of agency organization, function, and purpose. Specialized knowledge of automated systems. Specialized knowledge of the State Personnel Department rules, regulations and policies and the ability to apply them in management of staff. Specialized knowledge of the Auditor of State payroll systems and processes. Ability to analyze and audit accounts, records, transactions, and reports. Ability to prepare budgets. Ability to plan and conduct professional and complex research. Ability to delegate work, set clear direction, and manage workflow. Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets. Supervisory Responsibilities/Direct Reports: This role may provide direct supervision for one or more staff members. This role may serve as a team lead for an assigned work group.
