New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. The Department of Military Affairs is paid on a monthly basis. MINIMUM REQUIREMENTS: A Bachelor's Degree from an accredited College or University in Accounting, Finance, or related field; OR An Associate's Degree from an accredited College or University with major coursework in Accounting, Finance, or related field AND Two (2) years of professional experience in Accounting, Finance, or related field; OR A High School Diploma AND Four (4) years of professional experience in Accounting, Finance, or related field DUTIES AND RESPONSIBILITIES: Travel Requirements: Assigned as the agency administrator of the state travel system (STMS). Act as the approving authority for all state travel within the DMA. Audit/Review all travel documents submitted through STMS. Verify documents for completeness and ensure travel request are within all agency guidelines. This includes state employee travel, Soldier Travel and State Active Duty (SAD) travel. Follow up with traveling personnel on all errors for correction. Larger issues/violations bring forward to supervisory chain for final decision. Maintain travel SOP and review for updates yearly. Ensure all state personnel and soldiers traveling for the DMA are fully trained on the STMS. Work with G6 to add and remove personnel from the state travel system. Once in the system, activate employee for use using the UMC. Reset passwords as necessary. Accounting Requirements: Processes invoices; purchasing card transactions; and travel reimbursement for payment on all assigned agreements. This includes researching payment status and requisition reconciliation. Balances all accounts on a monthly basis, DMA database program with Florida Accounting and Information Resource (FLAIR) reports. Prepares SF270 (Request for Reimbursement) documents on all assigned agreements on as needed basis. Attends quarterly reviews on all assigned agreements, prepares extension memos; liability lists and any other documentation as required by agreement and/or USPFO. Assist in the training of new hire employees on accounting processes and guidelines on CA accounts, GR Accounts and P-Card payments. Other Duties: Complete all other duties as assigned to include but not limited to, acting as the Accounting supervisor when they are not present. Assist with departmental issues and complaints as needed. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of accounting principles, practices, and procedures. Knowledge of the methods of data collection. Ability to prepare financial statements and reports. Ability to design and implement accounting systems. Ability to prepare and maintain a variety of accounting records. Ability to analyze and interpret accounting data. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
