NERC's jurisdiction includes users, owners, and operators of the bulk power system, which serves nearly 400 million people. Our Mission The vision for the ERO Enterprise, which is comprised of NERC and the six Regional Entities, is a highly reliable and secure North American bulk power system. Our mission is to assure the effective and efficient reduction of risks to the reliability and security of the grid. The mission of the Electricity Information Sharing and Analysis Center (E-ISAC) is to reduce cyber and physical security risk to the North American electricity industry by providing unique insights, leadership, and collaboration. Your Impact The Director, Security Operations, is part of the Security Operations and Intelligence (SOI) Division within the E-ISAC. This position is responsible for overseeing the day-to-day direction of the E-ISAC's 24/7 Watch Operations and Physical Security Analysis Team to promote timely and actionable information sharing across all segments of E-ISAC membership. This person will be responsible for all aspects of security operations, including strategy and implementation, capability development, and operational collaboration with E-ISAC members and partners, NERC, and the ERO Enterprise. This position reports to the Vice President of Security Operations and Intelligence and will be responsible for the development and supervision of approximately 18 employees and contractors.This mission critical position requires strong emotional intelligence and leadership skills, a creative mindset, and a demonstrated commitment to diversity and employee engagement. A strong understanding of cyber and physical security risks, security maturity models and frameworks, as well as strong project management and communications skills are also critical for success. Energy sector experience is preferred but not required. The Director of Security Operation is one of two Directors in the Division and will work closely with the Director of Intelligence, as well as the directors of Performance Management and Stakeholder Engagement in the Stakeholder Engagement Division. This role involves significant exposure to and work with NERC and E-ISAC executives as well as leadership within the utility industry, government agencies, cross-sector, and vendor communities. The position is performed remotely, within the contiguous United States, but requires frequent travel to Washington, DC. Your Role Oversee two Manager-led teams within the Security Operations and Intelligence Division. Develop and lead the Security Operations team, overseeing the 24x7 monitoring of cyber and physical security threats, and physical security analysis. Oversee the development of real-time Open Source and Physical Intelligence analysis, all with the end goal of producing timely and actionable information, and other product and services. Oversee the development of physical security analysis products and programs, including the collection of voluntary bulk-data submissions. Support response to critical industry incidents. Support content development for events (e.g. webinars, workshops, GridSecCon, GridEx). Develop and maintain statistical trends associated with cyber and physical security incidents, threats, and vulnerabilities. Collaborate and sustain productive relationships with other colleagues across NERC and the E-ISAC, asset owners and operators, and other key stakeholders including, but not limited to, government agencies, regions, trade associations, etc. Identify needs and communicate requirements for data, technology, and human capital tools and enhancements to the Business Process and Platform Management team. Develop and deliver products and services in support of the E-ISAC Mission, Vision, and Strategy. Serve as a key advisor to the Vice President of Security Operations and Intelligence, working closely to implement strategies and key priorities. Work with E-ISAC Directors and Managers to ensure teams are working collaboratively. Serve as a primary connection between NERC/E-ISAC leadership and staff, providing day-to-day guidance to managers and staff and supporting and advising E-ISAC leadership as needed. Develop strong working relationships with leadership across stakeholder groups, participating in GridEx, GridSecCon, the Member Executive Committee, and ESCC efforts as needed. Support engagement through participation in industry meetings and delivery of presentations as needed. Other duties as assigned. Qualifications The successful candidate will have the following: A Bachelor's Degree or higher in one or more related STEMs, OR Bachelors in Arts with applicable ten years of experience in program management or security management; additional graduate work in business or law is desired. Eligibility for Top Secret security clearance and SCI access is required; an active TS/SCI clearance is strongly desired. Exceptional verbal and written communications skills, with experience clearly explaining complex issues to audiences ranging from senior executives to hands-on technicians. Demonstrated leadership, project management, and consensus building skills. Working knowledge of the principles and practical applications of cyber security in both information technology and industrial control systems environments, incident handling and response, crisis management, and law enforcement operations and investigations. Working knowledge of the principles and practical applications of power engineering in substation, transmission, generation, and distribution environments. Understanding of the organizational structures and operations of the U.S. Intelligence Community and international equivalents. Other Background check will be conducted prior to employment. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Travel necessary. Passport required for North American travel. Candidate must have an active government security clearance at the Secret level, or the ability to obtain one.
