Summary These positions are located in the Department of Health and Human Services, Administration for Children and Families, Office of Grants Management (OGM) located in Atlanta, Georgia, Chicago, Illinois, Dallas, Texas, New York, New York, and Washington, District of Columbia. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under . Duties If selected, you will be responsible for awarding and administering grant awards and providing technical assistance related to grants. This is a career-ladder position with growth potential to the Grants Management Specialist, GS-1109-11. Differences in grade level are based on the knowledge and proficiency acquired to perform the work, meeting qualification requirements, level of supervisory controls, and the complexity of the work.The duties and responsibilities of this position include: Administering and negotiating a portfolio of grants which includes applying knowledge of organizational needs, responsibilities, and deadlines. Ensuring that grantees have fiscal and administrative systems in place that are adequate to account for and safeguard Federal grant funds. Monitoring grantees' continuing operations to assure compliance with the terms and conditions of the grant award. Providing technical assistance to grantees' and program offices in the administration of grants. Bargaining Unit Position: Yes, this position is covered under the National Treasury Employees Union (NTEU) Drug Screening Required: No Research position: No Qualifications Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.Minimum Qualification: GS-07: You must possess at least one year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing ( 2 ) of the ( 3 ) duties listed below: Working knowledge of regulations and policies that govern the grants management process in reviewing grant application materials. Performing administrative duties to support a grants management program such as monitoring deadlines and receiving and/or reviewing documentation. Responding to routine inquiries from grantees. OR one full year of graduate level education (at least 18 semester hours or the equivalent) in a field that provided the knowledge, skills, and abilities necessary to do the work; OR meet the requirements under the superior academic achievement* provision below; OR a combination of the required experience and education for this grade level. Applicants must possess a percentage of the required specialized experience and a percentage of the required graduate level education such that, when the percentages of the required graduate level education and specialized experience are added together, they equal 100%. (You MUST submit transcripts) * SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Must have gained a bachelor's in a curriculum that is qualifying for the position to be filled. S.A.A. is based on: (1) Class Standing - applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average -applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. (You MUST submit transcripts) Minimum Qualification: GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing ( 3 ) of the ( 4 ) duties listed below: Applying regulations and policies that govern the grants management process when reviewing grant applications. Collaborating in conducting a cost analysis of a grantee budget request. Monitoring grantees' operations to assure compliance with grant terms and obligations. Responding to inquiries from grantees and/or program staff. OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; OR a combination of the required experience and education for this grade level. Applicants must possess a percentage of the required specialized experience and a percentage of the required graduate level education such that, when the percentages of the required graduate level education and specialized experience are added together, they equal 100%. (You MUST submit transcripts) Minimum Qualification: GS-11 : You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing ( 3 ) of the ( 4 ) duties listed below: Interpreting and applying federal grant administration and financial policies and regulations in awarding and administering grants. Ensuring grants are closed out in accordance with grants management regulations. Evaluating grantee requests utilizing cost factors and principles. Providing technical advice to program staff and grantees. OR a Ph.D. or equivalent doctoral degree in a discipline appropriate to the position; or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; (You MUST submit transcripts) OR a combination of the required experience and education for this grade level.
