Position Overview:The Commercial Development Manager secures and negotiates complex deals related to storage and transportation logistics for our Crude and Intermediate Feedstocks portfolio. This portfolio is critical to the reliability and commercial success of the Port Arthur Manufacturing Complex. This position is key in maintaining a strong commercial relationship with counterparties while executing professional contract management. This role will help identify and steer levers within the contract portfolio to generate value, optimize costs, and foster safe & efficient operations and be Motiva's eyes and ears in the logistics market. Additionally, this position should be constantly identifying opportunities for new business or improvements to existing logistics that ensure a robust and competitive supply chain. This position is required to assess and report the commercial value, performance, and impact of their portfolio.Responsibilities: * Professionally manage the logistics contract portfolio by ensuring compliance to Motiva Contract Management Policies (Signoffs, DOAs, Document Retention, Risk Allocation). Accountable for all aspects of the life cycle management via timely notice/roll/renewal processes. * Maintain the commercial relationships with all major third-party storage and logistics providers, including counterparties that may not have an active commercial agreement with Motiva. * Foster effective 3rd party relationships with third party customers without losing commercial/negotiating edge. * Manage relationships with current outside supply point facility providers to support crude, and intermediate feedstocks commercial supply logistics and manufacturing optimization. * Manage operational issues as it relates to crude and feedstock logistics contracts; ensure contract alignment on understanding an interpretation; conduct new opportunity sensing; counterparty performance reviews; settlement timeliness and accuracy. * Ensure best in class logistics costs by benchmarking negotiated costs vs. other logistics opportunities in the market. Identify and report new opportunities that can enhance Motiva's competitiveness and reliability. * Identify new logistics opportunities and perform associated analysis to support business decisions that optimize and increase value creation. * Optimize utilization by identifying and supporting optimization or strategy projects to maximize value for Motiva. * Work effectively with other internal and affiliate stakeholders (Aramco and its affiliates, Business Development, Operations, Optimization), with competing priorities to achieve end to end value for Motiva. * Work with Business Development on crude and feedstock expansion and rationalization projects. * Measure, manage, report contractual performance through key performance indicators, Contract Performance Reviews, counterparty check points, economics, and utilization reviews. performance/value measurement, KPI tracking, cost and fee tracking and reporting. * Work closely with Schedulers, Managers of Logistics & Supply Operations, and Supply Managers to ensure transportation and terminalling logistics are utilized to commercial to optimal levels or commitment levels. * Negotiate, manage, and optimize land logistics contracts to maintain and grow a profitable portfolio * Understand process and system execution of logistics deals, including master data setup, ETRM setup, settlements, and reconciliation. Setup Master Reference Data, manage change an implementation, enter, and maintain contracts in Right Angle and other systems as applicable. * Understand stock accounting and settlement practices as it relates to logistics contract.Qualifications and ExperienceBasic Qualifications: * Bachelors Degree required. * 7+ years of commercial supply experience. May be a combination of commercial development, hydrocarbon trading, scheduling, supply, logistics, business development, deal structuring experience and/or other applicable fields. * Proven track record in trading, negotiation and contract management for hydrocarbons or related logistics * Strong commercial acumen and negotiation skills * Deep understanding of contracts, deal structures, negotiation frameworks, and terms and conditions as used in Crude and Feedstocks * Experience in the use of ETRM systems, including setup and data structures in support of logistics * Understanding of safety, vetting, risk, and policy requirements as it applies to crude and feedstock logistics * Strong team skills and ability to work collaboratively, but should also be a self-starter and can work with imperfect data or direction * Professionally represent Motiva and its interests to counterparties and in trade/industry events * Robust understanding of petroleum refining and petrochemical manufacturing economics, target setting, and steering * Excellent industry reputation * Ability to develop and maintain effective industry relationships necessary * High degree of negotiation skills, influencing skills, and relationship building for successful outcomes * Houston based, but occasional travel requiredPreferred Qualifications: * Law, Finance, or Engineering degree * Intermediate to Advanced Excel and Power BI knowledge * Scheduling, Freight, Storage, Product Quality, Measuring Assurance, Loss Control, and Terminal and marine operations knowledge a plus * Understanding of Hydrocarbon handling, qualities, and specifications * Strong understanding of logistics value chain * Ability to deliver results through others and maximize business results * High level of personal initiative with the demonstrated ability to achieve goals * Strong presentation and data visualization skills * Entrepreneurial spirit with balanced understanding of business risk and reward * Flexibility to changing business requirements and managing challenging situations * Experience with model economics, particularly cost buildups, alternative cost to supply, discounted cash flows, and net present valuesWe reserve the right to amend or withdraw Motiva jobs at any time, including prior to the closing date.
