Summary King County Parks has an exciting opportunity for a Business and Finance Officer III. This position will be a key member of the team leading financial and business analysis for the Parks Division. About the Role: The Business & Finance Officer III plays a vital role to accomplish Parks business needs in alignment with its approved budget and the Parks Levy commitments. This position reports to the Business and Finance Officer IV within the Budget and Financial Planning Unit and performs complex budgeting, forecasting, and analysis functions. This position plays a lead role in the development of the biennial operating and capital budgets, maintaining the integrity of financial data, assisting the oversight of cross functional accounting and budget functions, and expenditure reviews with key stakeholders to drive strategic decision-making processes. This position performs work remotely and onsite. About the Team: The Finance, Budget, and Planning Section manages the Parks and Recreation Division's financial affairs and business administration in support of its mission to steward, enhance and acquire parks to inspire healthy communities. The section is a vital internal support resource to the Parks Division and is comprised of 23 employees across four work units. The four work units represents: Finance Administration; Accounting and Fiscal Administration; Budget and Financial Planning; and Grants Administration and Purchasing with teams dedicated to core values that embodies accountability, diversity and inclusion, stewardship, and workforce development. Job Duties What You Will Be Doing: Work collaboratively with others, including project and program managers, Finance team members, and staff from other agencies in the development of operational budgets, new initiatives, and estimated costs needed to finance programs and operations to determine present and financial performance. Prepare presentation materials for multiple audiences; develop and communicate materials to report results; and work collaboratively with others to ensure accuracy of online dashboards, monthly, and quarterly reports. Serve as a technical resource and provide workgroup leadership, guidance, and training to a team of finance officers that oversee the budget research and analysis within the operating and capital funds. Provide authoritative technical and analytical expertise in budgeting and financial analysis to plan and perform budget procedures including monthly monitoring of expenditures and revenues; variance financial reports; adjusting entries for budget and financial transactions; year-end accruals; and division performance measures. Assist in the development of multi-year forecast estimates for division expenditures and revenues. Design and create queries, pivot tables, charts, and graphs to assist in analysis and communicate results. Experience, Qualifications, Knowledge, Skills Qualifications You Bring : Minimum three years of experience as a budget, finance, policy, and/or management analyst with direct responsibility for budget development, analysis, and management. Strong oral and written communication skills to effectively convey technical, programmatic, and financial information in a clear and understandable manner to a broad audience. Experience developing and monitoring complex budgets including but not limited to an understanding of budget terminology in local government; demonstrated ability to effectively interact with program and financial staff to facilitate budget development and execution; manage the technical aspects of budget development and maintenance, including preparation of budget forms and justification narratives, and internal controls to ensure financial integrity and compliance. Strong Microsoft experience in Excel, PowerPoint, SmartView, Power BI, Tableau, and other data visualization tools to report financial performance and trends. Knowledge and experience with governmental budgeting and financial processes, procedures, and policy and the ability to understand a variety of funding sources, i.e., REET, State/Federal grants, property tax levies. Experience using Oracle EBS or similar enterprise resource planning (ERP) systems. Knowledge of LEAN process improvement practices and other process improvement principles. Ability to establish and maintain effective working relationships with multiple, diverse stakeholders. Experience leading a team in a collaborative manner with focus on employee engagement, proactive communication, personal and professional development, team building, and workload assignments. It Would Be Great if You Also Bring : Bachelor's degree in public sector finance, public administration, accounting, or related field and five years of experience as a budget, finance, policy, and/or management analyst with direct responsibility for budget development, analysis, and management. Advanced experience with enterprise financial systems, analytical and reporting tools, such as Oracle EBS, Oracle Business Intelligence, PBCS, Power BI or related software and/or tools. Experience with large-scale capital projects, including project control principles and collaboration with project managers, procurement, and finance. Experience performing professional business and finance officer work in the public sector. Leadership experience in a public organization. Supplemental Information Working Conditions: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1 - 2 times per quarter . The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work . Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
