Department of Homeland Security Intermediate Communication Engineer Period of Performance Base Period: 12 June 2024 – 11 January 2025 Option Period 1: 12 January 2025 – 11 July 2025 Option Period 2: 12 July 2025 – 11 July 2026 Option Period 3: 12 July 2026 – 11 July 2027 Place of Performance : Contractor’s Facility Travel : Not Required for this Position Security : Unclassified The Contractor shall support the OHSS DG Division Director in developing and publishing documentation related to following work streams : Data Governance documentation support Program Presentation Materials and Artifacts Meeting Coordination Standards Development (statistical and reference data standards) and Change management Glossary Development Data Dictionary Development Data Catalogue Development Status Measures, Reports, and Trackers Visualizations Additional Tasks in Support of Developing Microsoft and Matrix Collibra Environments : Accurately identify and document objectives, business rules, glossary terms, data dictionary/catalogue, processes for data standardization, and operational requirements frommeetings and correspondence; Maintain and ensure alignment of the COI Master Roster site roster; Maintain and ensure consistency of the data governance artifacts in the Matrix; Maintain current DG engagement/WG and/or SO Council meeting materials on the SharePoint site; Support the publishing and uploading of baselined reference and statistical data standards into Matrix; and create graphics and visualizations to support information generated by the program for presentations. Support work conducting gap analysis in preparation and maintenance of the reference data in Matrix; Support the integration of the DCR into Matrix for the standards change control management; Create and develop technical documents describing the workflows within Matrix; Identify and document the various data sources for reference data in Matrix; Identify the Chain-of-Command for access approvals, sign-off, and oversight of change control management within Matrix and develop complementary workflows in Matrix to automate the approval process; Configure Catalogue, Reference Data, Policy Manager, and other capabilities and features within Matrix; Define the workflows, e.g., Data Asset identification, approval, listing the asset in appropriate category/domain, permissions; Publish reference data standards, glossary documents, data dictionary and data quality reports in Matrix; Support the development and implementation of the DHS Domains in Matrix; Create and maintain the business model and implement the meta-model data structure within the Immigration Domain Matrix environment; create additional domains. Upload each of the reference data domain data assets to Matrix and ensure each is fully integrated with Catalog, Reference Data, Policy Center, glossary, dictionary and reports; Develop SharePoint sites using JavaScript, jQuery, PowerApps, and SharePoint Designer; Review the SORNs for all data collected by DHS and other federal agencies and offices with related responsibilities; Document the routine uses permitted by and restrictions under each SORN; Review U.S. Code, treaties, and other relevant federal statutory provisions for any specific permitted uses or restrictions of DHS data; Document any specific permitted uses or restrictions outlined in U.S. Code, federal treaties, and other relevant federal statutory provisions; Review the policies of DHS and other federal agencies and offices with responsibilities related to permitted uses and restrictions of DHS-held data; and Document any specific permitted uses and restrictions documented in the policies of DHS and other federal agencies offices with related responsibilities. Produce standard language describing the routine uses permitted and restrictions outlined in each data system’s SORN; Produce standard language describing the specific permitted uses and restrictions of DHS- held data; and Produce standard language describing the specific permitted uses and restrictions outlined in the relevant policies of DHS and other federal agencies and offices with related responsibilities.
