Agency Description The Philadelphia Water Department is a municipal department of approximately 2500 employees working in all facets to provide water/wastewater treatment services to the City of Philadelphia and the surrounding counties. The Linear Asset Management Program (LAMP) is responsible for providing engineering analyses, planning support, emerging technology research and infrastructure recommendations for Philadelphia's water distribution and wastewater collection systems. The water and wastewater systems contain over 3,000 miles of pipe each; a very large linear asset inventory which is contained within a Geographical Information Systems (GIS) along with pipe specific data. One key role of LAMP is leveraging asset data to determine risk of failure as a tool to inform linear asset replacement and renewal. Coordination and collaboration between LAMP team members and personnel from other PWD groups including Design, Operations, Construction and the Office of Watersheds is essential for the continued growth and overall effectiveness of our program. Job Description Position Summary The selected candidate will be expected to take on a variety of tasks related to water infrastructure systems. The primary responsibility of the team is evaluating and identifying capital improvements to the water distribution system. Candidates with an interest in the connection between long term strategic linear asset planning, condition assessment, capital funding and risk based project prioritization may be the best match for the position. To Identify capital projects, the team uses engineering principals to identify potential projects. The team keeps up with the latest condition assessment technologies and asset renewal technologies to determine long term planning. Tasks expected from the selected candidate is listed below: * Participate and assist in regularly scheduled meetings - designated scribe * Assist in the preparation of technical reports. * Utilize Geographic Information Systems (GIS) software at a beginner functional level to (1) perform geospatial analysis, (2) assist in the development and analysis of capital planning alternatives, and (3) produce graphics and maps. * Evaluate field reports * Assist in scanning and cataloguing of historical reports and document. * Conduct cost estimates of capital projects. * Develop an understanding of the linear asset within the PWD system. * Develop and maintain relationships with PWD's planning, engineering, and operational units to solicit information relevant to the capital planning process. Essential Functions * Interest in water distribution networks * A motivated and well-organized independent individual * Strong technical writing skills * Ability to effectively prepare and/or update meeting notes, reports, schedules, presentations, and other documents by appropriate deadlines * Experience in Microsoft Word and Excel * Knowledgeable in fluid mechanics * Experience with ArcGIS * The selected candidate will be expected to perform data analyses and apply statistical assessments on infrastructure data sets. * Basic knowledge and understanding of Python, R, and/or SQL Competencies, Knowledge, Skills and Abilities Applicants are required to meet the following minimum requirements: - Must be enrolled as a full-time student - Valid driver's license preferred, though a personal vehicle is not required.
