Job Description: The Data Governance Program Manager is responsible for the development, implementation, and maintenance of data governance standards, policies, and processes in support of the company's data catalog. This position serves as a data governance subject matter expert to ensure the quality, integrity, and security of MNAO data assets. The Program Manager partners with the business and IT for continued data management, data discovery, and glossaries to help identify and execute proper usage and access to data. This role collaborates with cross-functional teams to represent data governance requirements while supporting initiatives to enhance data quality and compliance. Major Areas of Responsibility (MARs): Program Management - 60% Utilize industry knowledge and partner with management to define the scope and objectives of MNAO's data governance program management. Collaborate with cross-functional stakeholders across the organization to establish data standards and best practices. Develop data governance frameworks, standards, policies, and procedures to ensure metadata capture, data quality, access controls and security/privacy. Implement newly created data governance standards by building clear documentation, tools, etc. and educating the organization. Monitor data governance metrics/key performance indicators to measure the effectiveness of initiatives. Utilize department tools to gather and collect available data to support proper and comprehensive evaluation. Evaluate data governance metrics and provide recommendations for changes/improvements based on findings. Report out data governance metrics to leadership in a concise and meaningful format. Enforce data governance standards throughout the data lifecycle. Lead project planning utilizing Jira or other project planning tools. Process Improvement - 15% Provide recommendations for process improvements and technology enhancements to strengthen data governance controls. Act as subject matter expert to advance the organization through the data governance maturity model. L Collaborate with division and cross functional teams on process improvements initiatives/activities. Stay up to date on industry trends and best practices to meet current industry standards. Metadata Management - 15% Lead metadata collection planning and deliverables. Configure, connect, and manage metadata collection (e.g., data dictionaries and business glossaries, in partnership with other IT functions) Training - 10% Create training program to educate employees on data governance principles and established standards. Build various trainings and tools to meet knowledge demands across the organization. Define appropriate training audiences, i.e., data stewards, business customers, data scientist, etc. Conduct live trainings and distribute educational communication, resources, etc. Conduct training and develop communications for system tools and technology to build and strengthen relationships with stakeholders and partners. Qualifications and Other Requirements: Education: Bachelor's degree in Computer Science, Information Technology, Mathematics, Engineering, or related field, or equivalent combination of education, training, and work experience. Advanced degree a plus. Experience: Minimum of five (5) years' relevant work experience in data governance, data analysis, data quality and data management, to include: Experience writing, creating, and executing data standards, policies, and processes to govern data. 5+ years' experience using and configuring Data Governance tools. 5+ years' experience building Business Glossaries and Data Dictionaries. 3+ years' experience working with Data Management tools (e.g., DvSum, Collibra, Alation, Informatica, etc.) Training/Certification: Certified Data Management Professional (CDMP) preferred, but not required. Knowledge/Skills/Abilities: Advanced knowledge of Data Management best practices. Knowledge of data governance concepts (e.g., metadata, taxonomy, lineage, quality). Knowledge of data industry frameworks, standards, and regulations (e.g., GDPR, CCPA) Proficient in at least one software programming language (e.g., Python/R/SQL) Ability to manage Data Catalog (tool agnostic) Ability to understand, document, and communicate business and technical solutions for Data Governance to technical and non-technical individuals. Familiar with Agile Methodology for project planning. Knowledge of IT architecture, infrastructure, application development and data, and how it relates to enabling the business strategy. Understanding of IT, including application development and infrastructure management concepts. Must be analytical and a problem solver with the ability to identify problems and/or cause-effect relationships; identify key issues; secure relevant information from all appropriate sources; identify possible root causes of problems and develop and implement corrective actions for resolution. Well-balanced interpersonal skills; Must be able to establish and maintain effective working relationships with all levels of management, employees, customers, and outside vendors; Must be able to clearly and effectively communicate both orally and in writing, using good grammatical form, both in general correspondence, as well as on technical issues. Strong organizational skills and the ability to prioritize tasks are essential. Self-motivated and capable of working with minimal supervision and/or direction. Strong presentation skills. Proficiency with computer applications, including Microsoft Excel, Word, Project, PowerPoint, and Outlook, as well as the ability to learn and effectively utilize other software applications used within the Company.
