Agency Description The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th. Job Description Position Summary The Senior Fiscal Policy Analyst supports Finance leadership with policy and analysis and related projects and initiatives for internal and external audiences. Sample projects include conducting fiscal impact analyses; supporting data collection, analysis, and interpretation; costing out proposed changes to revenues and/or obligations; drafting testimony and other external-facing documentation; managing process improvement initiatives; and representing Finance leadership on high-profile interdepartmental initiatives, working groups, and committees. Essential Functions Fiscal Impact Analyses Conduct fiscal impact analyses for proposed legislation and/or policy changes. Analyze the impact of existing policies. Research what other jurisdictions do and assess the applicability for Philadelphia. Data Collection and Analysis Support finance-related data collection, analysis, and interpretation efforts within Finance and across the City. Work with departmental subject matter experts to cost out proposed expenditures, revenues, and/or policy changes. Communications With support from subject matter experts, draft testimony, blog posts, reports, one-pagers, training materials, and other communications resources for an array of audiences, including City leadership, the City's fiscal and grants staff communities, elected officials, and other stakeholders. Support the City's Central Grants Office with select analysis projects and interdepartmental communications. Other Duties Represent the Finance cluster on high-profile interdepartmental initiatives, working groups, committees, and other convenings. Support certain process improvement projects and initiatives. Cultivate relationships with Finance counterpart agencies in peer cities. Other duties as assigned. Competencies, Knowledge, Skills and Abilities Familiarity with government finance and finance-adjacent functions (budgeting, revenues, fiscal policy, performance management, process improvement etc.) Ability to work independently and with a team to achieve goals Ability to problem-solve and think creatively and strategically to produce solutions Proven track record in establishing and sustaining collaborative and effective working relationships with leadership, direct supervisors, peers, consultants, and other stakeholders Ability to communicate effectively - verbally and in writing - with a variety of stakeholders, particularly with respect to complex financial information with which an audience may not be familiar Strong public presentation skills and experience Intermediate proficiency with Microsoft Excel and data analysis Qualifications Up to 2-5 years of relevant experience desired, ideally within a government or related entity Additional Information TO APPLY: Please submit a resume, cover letter, and references.Salary Range: $85,000- $105,000 Discover the Perks of Being a City of Philadelphia Employee: Transportation : City employees get unlimited FREE public transportation all year long through SEPTA's Key Advantage program.
