District Office Telecom Manager Salary Range: 134,633.00 - 152,352.00 Closing Date: 6/21/2024 Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services & business solutions to the community of 10,000 House Members, Officers & staff. The CAO organization comprises more than 650 technical & administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food & vending, procurement, logistics & administrative counsel.This position is located in the Enterprise Infrastructure Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Infrastructure Directorate provides engineering and technical support in the following areas: Voice Communications, Data Center Operations, Server and Storage Management, and Administrative Support. The teams within this Directorate support the infrastructure (circuits, cabling, servers, data storage, voice systems, and other physical infrastructure) that provides computing and telecommunications services to the House. This position serves as the District Office Telecom Manager.Key responsibilities include assisting the Telecommunications Engineering Manager in managing the operations of the Voice Systems Engineering and Configuration teams and VOIP projects for the House; managing projects, programs, and operations relating to the voice and video infrastructure both on campus and in the District Offices; and serving as a senior technical consultant and advisor.Grade level at the time of appointment is determined by experience and designated level of responsibility. The position may have day-to-day managerial responsibilities. QUALIFICATIONS: Primary Duties/Responsibilities: * Assists the Director in the formulation of management, budget and technical plans to achieve CAO/HIR program goals and objectives for technical support.* Provides managerial, coordination, and technical support to Voice Systems Configuration Management, VOIP Systems Engineering, and/or Voice projects.* Serves as a senior level consultant providing technical guidance on district office data and/or voice and video communications projects. * Contributes to and approves data and/or voice communications plans and procurements.* Works with other technical staff to ensure that all district office voice systems are operating efficiently and effectively and meet user requirements. * Formulates plans and procedures to ensure effective utilization of personnel and proper use of all resources and equipment within the framework of authorized activities.* Prepares reports as required by management.* Conducts normal administrative and personnel management activities, including performance reviews and evaluations, interviewing and employment recommendations, staff counseling, employee development training, and development of policies.* Assigns work to subordinates based on priorities, difficulty of assignments, and capabilities of employees; advises subordinates on administrative policies and procedures, technical problems, priorities, and procedures.* Constantly reviews program process and vendor effectiveness, measures contract and program performance, and takes corrective steps to modify actions, products, and procure and transition services while ensuring compliance with security postures and organization policies.* Manages project resources and monitors output to mitigate risks while conducting analytical studies or evaluating work surrounding integrated systems and their programs or equipment, cost-benefit analyses, and develops information systems testing strategies.* Keeps abreast of telecommunications and network technologies.* Consistently makes knowledgeable decisions affecting performance, budget, and schedule of products and services.* Develops and presents briefing and communication material appropriate to the audience.* Recommends, schedules, and implements the incorporation of advanced state-of-art system techniques, tools, and practices in the development process and the improvement of system performance and responsiveness to ever-changing requirements.* Develops Statements of Work (SOW) and subsequently evaluates.* May Performs as a Contracting Officer Representative (COR).* Performs other official duties and special projects as assigned. Qualifications: Knowledge, Skill, and Ability (KSA) and Competency Requirements:* Knowledge of local exchange carrier and inter-exchange carrier services and contract management. * Knowledge of telecommunications service billing, voice mail systems, standards-based video conferencing, and standards-based telecommunication systems. * Knowledge of private branch exchange (PBX) implementations to include hardware/software components, trunking issues, configuration options, and security. * Knowledge of all aspects of information systems. * Knowledge of Emerging Trends and Industry Best Practices; Network Management; Project Management; Quality Assurance and Testing; and Telecommunications.Experience and/or Education Requirements:* Minimum of 10 years of relevant experience.* Bachelor's degree in a related field with 7-9 years of related work experience or equivalent work experience. *Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).PDN-9c1be2ec-aee2-4d83-8b43-bfd747d61b0e
