Senior Budget Analyst (SME) Currently, ManTech is seeking a motivated, career and customer-oriented Budget Analyst to join our team in the Arlington, VA area to provide budget analysis, complex issue resolution to our customer and to begin an exciting and rewarding career within ManTech. In this role you will…. Provide analysis, recommendations, and track program funding for Govt Program Element Monitor (PEM) Gain a quick understanding of the unique program business processes and establish relationships with stakeholders Understand and communicate DAF/DoD PPBE processes and financial management regulations. Administer requests for distribution of funds to field organizations Budget formulation activity support analysis and estimates of annual funding needs PPBE process staff support meeting support and conferences, POM, PBR, and PB support Support Congressional reporting and prepare annual report to Congress Draft/Track/Analyze both specialty and monthly reports Track and report open commitments, obligations, and expenditures, program budgets, and contract reconciliation for all assigned programs and make recommendations to Govt Program Element Monitor (PEM) Perform extensive analysis and research on business process errors/failures and resolve Document procedures identified and train others on steps in resolving complex matters Review policy and recommend changes/improvements to the business process Understand and communicate DoD budgeting and financial regulations Perform budget execution involving annual and multi-year direct and reimbursable Air Force and DoD appropriations Oversee, update, track, and reconcile financial and budget execution information Obtain, compile, and summarize information for use by others Make daily decisions concerning tracking of financial transactions and recommend solutions to complex budget problems Use automated budgetary system( s) and computer-generated products in accomplishing budgeting assignments Additional duties as assigned Education Requirements: Bachelor’s degree (preferably in a financial or business discipline) or seven (7) years of relevant experience Experience Requirements: Ten (10) years of experience performing analyses in various finance and accounting functions such as Budget Formulation, Budget Justification, Budget Execution and Tracking/Review Ten (10) years of experience using a federal financial/accounting system, preferably with updating accounts, records, reports, and controls Two (2) years of experience working in an SAP environment Possess a high degree of initiative requiring minimal supervision Experience producing professional and accurate reports and documents Exhibit knowledge and skill in budget related laws, regulations, methods, etc. to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners Experience performing extensive analysis and research on business process errors/failures, to include integrated business/process resolutions Develop solutions for process breakdowns and present the findings to Demonstrate strong Microsoft Office skills, especially with MS Excel and MS Word Desired Qualifications: Have an active Top-Secret clearance with active SCI access Have a bachelor’s degree or equivalent in Accounting, Finance or Business Administration Knowledge of Momentum Financials Ten (10) or more years of experience using a federal financial/accounting system, preferably with updating accounts, records, reports, and controls Expert using advanced features of MS Word and MS Excel Security Clearance Requirements: Top Secret clearance with SCI Eligibility Have had an SSBI conducted within the last 6 years Other Requirements: ​​​​​​​ Reports to a physical location which occasionally requires the ability to traverse between buildings May require sedentary work at least 50% of the time Must be able to regularly list up to 50 lbs Ability to manage stress with a high degree of maturity/professionalism Demonstrated critical thinking and leadership skills and the ability to work well with others Effective verbal and written communication skills Watermark provides salary ranges with job postings in states where it is legally required; any other salary ranges associated with our postings are third party estimates and may not be an accurate reflection of Watermark’s total compensation package.
