Northrop Grumman Aeronautics Systems has an opening for a Manager Business Management 2 to join our team of qualified, diverse individuals working on a restricted program. This position will be located in Melbourne, Florida. Manager Business Management 2 has supervisory or management responsibilities supporting labor and material estimating, price analysis reporting, and other supplier financial support functions. This position allows for strategic alignment of resources and staffing in support of Proposal efforts, Business Management, and Pricing and Estimating departments. Support Price Analysis of Subcontractor Proposals and ensure compliance to sector and FAR policies and procedures. Develop and support Cost Estimates and obtain appropriate approvals. Support proposal reviews and approvals. Support the NAR/ICE process including the development of floor positions for negotiation approval. Develop and submit adequate Cost Volumes. Support Customer proposal reviews, Customer Fact-findings and requests for information responses (RFIs), DCAA audits, Customer negotiations, and sweeps. Provide guidance and support relative to Material Estimating and Business Management Processes and procedures (Process Architecture). Ensure compliance with these procedures and to Federal Acquisition Regulations and cost accounting standards (FAR, DFARS & CAS). Specific Duties Include: * Understand Statement of Work (SOW) for both Northrop Grumman and Suppliers, along with preparing and reviewing material and labor estimates.* Prepares and supports presentation and approval of material estimates and Business Management labor estimates at the required approval value level.* Prices a consolidated bill of material (CBOM) provided from engineering/program utilizing supplier proposals/quotes, PO history, engineering estimates, etc. and providing compliant, quality basis of estimates and documentation to support.* Requests supplier proposals/quotes and/or lead times from Global Supply Chain utilizing price/delivery information requests (PDIRs) through Supply Chain Integrated Proposal System (SCIPS)* Prepares labor estimates for Material Estimating support* Prepares Global Supply Chain Cost Volume in support of customer proposals ensuring compliance and quality.* Prepares and reviews price analysis for all quotes/proposal on CBOM under $2M. Basic Qualifications: * Bachelor's degree with at least 8 years of pricing, estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's degree with 6 years of relevant experience.* At minimum, an active DoD Secret level clearance is required to apply and to start the role, with the ability to obtain and maintain Special Program Access within a reasonable amount of time as determined by the Company to meet its business needs.* Knowledge and understanding of Material Estimating and Proposal Analysis including Pricing, Price/Cost Analysis, and Proposal Adequacy as prescribed in DFAR (DFARS proposal adequacy checklist) is required. Salary Range: $108,400 - $162,600The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
