The Association of Bay Area Governments (ABAG) and Metropolitan Transportation Commission (MTC) are seeking a Deputy Executive Director of Housing and Energy . This executive-level position is key to the overall success of both organizations. MTC is the metropolitan planning organization (MPO) and regional transportation planning agency (RTPA) for the San Francisco Bay Area. The Association of Bay Area Governments (ABAG) is the council of governments (COG) for the Bay Area.The Deputy Executive Director is a newly created position and oversees two direct reports, a staff of approximately 20, and an approximate annual budget of $120 million. Both programs are poised for significant growth in the coming years. THE ORGANIZATION(S) AND GOVERNANCE STRUCTURE With a team of over 400 employees, the Metropolitan Transportation Commission (MTC) operates from its headquarters nestled in a striking and architecturally distinctive building on Beale Street. The agency supports two distinct government entities, MTC and ABAG. ABAG is a public entity created by local governments to meet their planning and research needs related to land use. ABAG also hosts a number of joint powers and administrative entities related to environmental and water resource protection, disaster resilience, energy efficiency, financial services, and technical assistance to local counties, cities, and towns.MTC is the transportation and housing, planning, coordinating, and financing agency for the nine-county San Francisco Bay Area. It functions as both the regional transportation planning agency-a state designation - and, for federal purposes, as the region's Metropolitan Planning Organization (MPO). MTC's responsibilities include, but are not limited to: development and adoption of a Regional Transportation Plan, inclusive of the Bay Area's mass transit, highway, local streets and roads, airport, seaport, rail, bicycle and pedestrian services and facilities; allocation and monitoring of state and federal transportation assistance funds; legislative and advocacy roles for smart growth, air quality and congestion management; and transportation services for elderly, disabled and low-income individuals.In 2019, the Legislature designated MTC as the Bay Area Housing Finance Authority (BAHFA), its newest "hat" in a widely expanding portfolio, which also includes a Joint Powers Authority arrangement as the Bay Area Infrastructure Financing Authority (BAIFA) addressing express lane development and management, among other capacities. Since 1998, MTC has served as the Bay Area Toll Authority (BATA) responsible for administering all toll revenue from the seven state-owned bridges. BATA has an "AA" credit rating and utilizes this to issue toll revenue bonds to finance bridge, highway, and transit construction projects. All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.The ideal candidate will be a creative, innovative, organized, and diplomatic leader. They will have excellent problem-solving skills, be adept at building relationships and trust, and use drive and energy to get things done. The ideal candidate must possess a strong understanding of complex funding sources such as state and federal grant awards and resilience funding, California's climate goals, housing finance and policy, and the unique barriers to access in the Bay Area and beyond.Familiarity with regional housing and energy partners is highly desired for success in this role. The ideal candidate will discuss issues facing the Bay Area through a lens of social justice, equity, inclusivity, environmental sustainability, and innovation. Prior experience in leading housing solutions, sustainability programs, energy efficiency, financing, or community development efforts in the public sector or in a similarly complex environment is desired for success in this role. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Bachelor's degree in a related field from an accredited college or university. Experience:Eight (8) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management, or similar position; managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to the Chief Deputy Executive Director; executive management; and a demonstrated ability to build successful coalitions to advance program goals and outcomes. DESIRED QUALIFICATIONS Education:Master's degree from an accredited college or university in a related field. Experience: Experience working with a like-sized public agency. Coalition Building : Previous experience building coalitions with other agencies including state and local governments, nonprofits, labor, academic partners or other organizational structures of similar or relative size, scope, and complexity to achieve common goals. THE JOB The Deputy Executive Director of Housing and Energy is a newly created position that will report to the Chief Deputy Executive Director. They will drive transformative change that ensures equitable access to housing, promotes environmental stewardship, and fosters vibrant, resilient communities for generations to come. This executive will lead both the Energy and Housing sections, with oversight of two direct reports, a staff of 20, and an approximate annual budget of $120 million. Both programs are poised for growth in the coming years.The Deputy Executive Director will work collaboratively to interface with other executive leaders, assess priorities, allocate resources, lead programs, and evaluate the effectiveness of the organization's efforts. Strategic planning, policy leadership, fiscal and operational oversight, advocacy, negotiation, and influence will be key facets of this role as the Deputy Executive Director works to shape systems, processes, and innovation by leading a team that amplifies the impact of every dollar invested in affordable housing and energy sustainability. The Deputy Executive Director of Housing and Energy will present in public, national and international forums, and provide data, reports, and presentations to interested parties, elected officials, regional partners, and executive team members. THE SECTIONS: HOUSING AND ENERGY Like other metropolitan areas around the country, the Bay Area must rise to the challenge of successfully addressing its residents' housing, mobility, and environmental sustainability needs - now and in the future. Housing and Energy are critical interrelated issue areas, and MTC/ABAG's Housing (BAHFA) and Energy (BayREN/POWER) programs lead the way. THE ENERGY SECTION BayREN is the state's first regional energy network, and provides regional-scale energy efficiency programs, services, and resources. The Energy Section addresses the need to build and improve homes and buildings that provide healthy, durable, resilient, and energy efficient spaces. Another important program is ABAG Publicly Owned Energy Resources (POWER). POWER provides leadership in energy management and aggregated energy procurement. The program serves over 50 cities, counties, schools, and special districts and aims to provide lower, more stable rates than PG&E. Additionally, POWER includes unique programs to reduce greenhouse emissions, recycle organic waste, and promote low carbon fuels. THE HOUSING SECTION BAHFA is the state's first regional housing finance authority and implements programs that will transform the region's housing landscape. BAHFA is pursuing a $20 billion regional affordable housing general obligation bond that would produce or preserve over 70,000 affordable homes. It strives to become self-sustaining and grow its balance sheet to collateralize new lending funds from the capital markets. Beyond covering operating costs, loan interest and fees earned will be available to subsidize new affordable housing and fund tenant protection programs. BAHFA has a once-in-a-generation opportunity to address the region's greatest challenge: to safely and affordably house all residents and prevent homelessness. SALARY AND BENEFITS An annual salary of $269,500 - $322,089 DOE/DOQ, PLUS a generous benefits package which includes: RETIREMENT : Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis. MTC is subject to California Pension Reform and will offer two pension plans. The plan employees will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates. HEALTH INSURANCE : Available through the Public Employees' Retirement System (premiums are shared between agency and employee). DENTAL INSURANCE : Agency-paid (dependent coverage shared by the employee and MTC). VISION INSURANCE : Agency-paid, employees only (dependent coverage is paid in full by employee). ADDITIONAL INSURANCE : Agency-paid Life, AD&D, Short Term and Long Term Disability Insurance. Voluntary Supplemental life insurance. HOLIDAYS : 11 paid holidays per year. VACATION : One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year. SICK LEAVE : One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated (may cash out up to 240 hours of accumulated sick leave upon separation from the Agency). PERSONAL BUSINESS LEAVE : Up to three (3) days per year depending upon date of hire. MONTHLY TRANSIT/PARKING SUBSIDY DEFERRED COMPENSATION : Alternative employee-paid payroll savings plans available.
