Modeling and Simulation Support Subject Matter Expert II – Norfolk, Virginia Background: Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for an NCTE Support Subject Matter Expert II position in Norfolk, Virginia. Position Summary: This position supports the N72 Fleet Training LVC campaign (Live, Virtual and Constructive Spectrum Training Technical Support) capabilities for training and experimentation via the Navy Continuous Training Environment (NCTE). This position provides essential technical support in the planning, retention, protection and effective use of electromagnetic spectrum resources in support operations to Naval Information Warfighting Development Center (NIWDC) and the Department of the Navy (DON). Required Qualifications: Active Top Secret/Sensitive Compartmented Information (TS/TSCI) security clearance required. An Active Top Secret clearance is acceptable, but must be able to obtain TSCI. Experience minimum : Three (3) to five (5) years of experience; or ten years of experience in a related field in lieu of a degree. Education minimum: Bachelor’s Degree in Mathematics, Physics, Electrical Engineering, Mechanical Engineering, Computer Engineering, Computer Science, or a comparable degree. Expert-level knowledge and experience in Next Generation Threat System (NGTS); Joint Semi-Automated Forces (JSAF), M&S and/or technical work experience. Experience working in a distributed environment using both Distributed Interactive Simulation (DIS) and High-Level Architecture (HLA) protocols. Understanding of TCP/User Datagram Protocol (UDP) network communication. Understanding of Unicast, Multicast, and Broadcast networking. Knowledge of LAN, WAN, MPLS, and VRF Solutions; Knowledge of SD WAN / WAN Acceleration/Optimization Solution; Knowledge of Network Access Controls (NAC); Knowledge of DNS/DHCP, IPAM, load balancers (F5), and Authentication Systems, SSL VPN; Knowledge of researching and defining Analysis of Alternatives (AoA) for new technologies. Experience with VoIP, Chat, Multicast implementation and support. Knowledge of IPv4 and IPv6 addressing and routing protocols. Preferred Qualifications: Familiarity with LVC simulations and distributed training. In-depth knowledge of Windows and/or Linux system administration and scripting. Experience developing engineering network solutions and technical diagrams, as well as providing port and protocol information for specified systems. Experience with M&S federation tools such as Joint Simulation Protocol Analyzer (JSPA), DIS-Filter, JLVC Analysis Workstation (JAWS), and Perspective; Familiarity with VMWare and the creation and use of virtual machines. Experience working in a virtual computing environment; Experience using networking tools such as Wireshark and Netlink. Work Duties (including, but not limited to): Responsible for capturing implementation, integration, and development analysis and standards for Modeling and Simulation (M&S) in support of the Warfighter in compliance and interoperable with the NCTE. Gathers requirements, seeks out potential solutions, and integrates legacy and emerging M&S solutions. Focuses on providing support to simulation and synthetic environments as a critical capability to the Warfighter in full-spectrum operations. Provides M&S support for all federations, models, and systems in preparation for, during, and after event activities to include but not limited to testing; functional/operational support; system integration; and troubleshooting/debugging of system software, hardware, and database systems. Provides support for all models in preparation for, during, and after event activities that require M&S support to include but are not limited to exercises; mission rehearsals; threat, functional, operational, risk reduction and integration test events. Provides M&S support and expertise for development and integration with NCTE, to include the following domain / mission areas (potentially at multiple locations/instances simultaneously): Next Generation Threat System (NGTS) Next Generation Simulator (NGS) Joint Semi Automated Forces (JSAF) JBUS AIME Test and Training Enabling Architecture (TENA) Others as determined by NCTE program Identifies and submits innovative M&S solutions to enhance existing capabilities. Contributes to the definition of network design, configuration, integration, and administration of model and simulation network patterns. Assists in defining Navy Enterprise Tactical Training Network (NETTN) integration requirements in support of the digital systems engineering architecture, analysis, design, modeling and simulation efforts. Develops network engineering designs, and implements network configuration specifications that enable modeling and simulation use cases. Supports agile team development efforts by defining network engineering Stories to be developed within Sprints, which align to agile development Epics. Collaborates with engineering to help define, develop and test secure network pipelines/workflows and playbooks that will enable the configuration and deployment of network changes in an automated fashion to network nodes in the cloud. Contributes to the architecture and design of solutions that is expected of multi-level security (MLS) network classifications (SIPRNet, NIPRNet, JWICS, etc.) in compliance with and interoperable with NCTE Cross Domain Solutions (CDS).
