From the large Historic District complete with stately homes and a newly revitalized downtown, to its industrial core attracting businesses from across the globe, to the ever-growing retail marketplace, Monroe has something to offer to all. -Where Heartland Meets High Tech. The City of Monroe has a population of 36,392, and is the county seat of Union County. The historic Victorian Courthouse, built in 1886, sits magnificently atop a central square and draws attention from every direction. To the north lie County and City government buildings - to the south, quaint downtown shops, restaurants and businesses. Several fountains and small park areas are part of the downtown landscape. A thriving Highway 74 Corridor is where most major restaurants, hotels, and shopping are found. The City of Monroe is also home to the Charlotte-Monroe Executive Airport. The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources. GENERAL DEFINITION AND CONDITIONS OF WORK Performs difficult administrative, technical and professional work overseeing the City's Stormwater Management Program; coordinating and participating in planning, designing, and construction; administering environmental policies and, ensuring compliance with applicable ordinances and statutes; does related work as required. Work is performed under the general direction of the Director of Engineering. Supervision is exercised over stormwater personnel. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, a negligible amount of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. ESSENTIAL FUNCTIONS/TYPICAL TASKS Oversees and participates in the planning, design, construction, and inspection of engineering projects; managing, developing and administering environmental policies; conducting plan reviews, managing and administering engineering contracts; preparing and maintaining records and files; preparing reports. Manages the North Carolina Department of Environmental Quality (NCDEQ) Municipal Separate Storm Sewer System (MS4) Permit program and ensures compliance with all requirements. Researches, develops, implements, and manages environmental policies relating to storm drainage repair and stormwater management. Oversees, reviews, and provides input on development plans for commercial, industrial, and subdivision sites for compliance to applicable City ordinances and stormwater management requirements. Supervises stormwater personnel; oversees the recruitment process, discipline, and evaluation of stormwater personnel. Oversees the development and design of stormwater infrastructure projects; developing project plans and specifications; conducting plan reviews; preparing and maintaining files and records. Oversees the development and implementation of stormwater maintenance programs and policies; estimates repair costs and prioritizes stormwater improvement projects. Completes designs, bid documents, and manages construction administration on stormwater capital improvement projects. Oversees and provides technical assistance to the Street Division relevant to stormwater improvements. Assists with preparation and management of the annual budget for the stormwater utility program and makes recommendations for the Capital Improvement Program and departmental small equipment purchases. Oversees the application process for stormwater improvement grants. Provides customer service support for citizens, council members, developers, associates, etc. Serves as backup for Director of Engineering as needed. Performs related tasks as required. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the principles and practices of civil engineering as applied to land development and stormwater management; ability to plan, lay out, and direct the work of stormwater personnel; ability to inspect projects for compliance with ordinance and code provisions; ability to prepare plans and specifications in the area assigned; thorough knowledge of modern methods and techniques as applied to the design of public works and stormwater projects; ability to perform difficult engineering computations and to make thorough recommendations on engineering problems and planning; ability to establish and maintain effective working relationships with officials, associates, land developers, contractors and the general public. Skilled in the use of civil engineering instruments and equipment and application of computer aided design software; ability to present technical information and communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering or related field and extensive experience in public works and stormwater management. SPECIAL REQUIREMENTS Registered as a Professional Engineer in the State of North Carolina.
