Job Summary Under general direction and in compliance with standard operating procedures and policies, performs a variety of complex human resources (HR) duties on a professional level. Manages the implementation of the City's Supervisory and Management Development Training, including developing and delivering training on a variety of compliance, leadership, management, and supervisory topics. Administers the online learning management system (LMS) and provides related technical support to system users across all City departments. Researches and produces a wide range of analytical reports and presentations. As assigned, provides complex HR analytics and reporting support across multiple HR functional areas. Collects and compiles HR metrics and data from a variety of HR information systems and assists with preparation of related reports. Provides a variety of cross functional support to the Employment, Compensation and Benefits functions as needed. Provides high-level administrative support to Chief Human Resources Officer. Assists with researching, writing, updating, maintaining, and distributing HR policies and Employee Handbook. Maintains and updates HR content on external City website. Performs other duties as assigned. Essential Functions % of Time Administer the City's learning management system (LMS): Work with all City departments to ensure the necessary training is available in the LMS and training library is updated as needed. Create training programs in LMS as needed and requested by the departments. Enter various HR-sponsored training information into the training management system, ensuring the accuracy and currency of the data. Track and update required licenses and certifications. Provide technical support and training to LMS users. Coordinate with and provide technical support to HR-authorized department LMS designees. Provide LMS statistics on a biweekly basis. 30% Plan and implement the City's Supervisory and Management Development Training programs: Research, develop and deliver training on a variety of compliance, leadership, management and supervisory topics. As directed, plan and implement leadership, management, and HR compliance training programs. Coordinate the implementation of Supervisory Development Program (SDP), ensuring program content is current and meets the training needs of the City and delivering various modules within area of expertise. Maintain a list of newly promoted/hired supervisors who need to be trained, schedule participation with respective departments, and coordinate all pre-training assignments, including mentoring program. Coordinate all training logistics including scheduling of presenters, reserving training space, preparing participant training packets, and arranging for food and beverage. Track all participants to ensure completion of program and prepare and distribute certificates of completion. Maintain and implement list of internal SDP mentors and presenters. Recruit and train City managers and professional staff to conduct training sessions; provide professional guidance and advice on training styles, methods, and techniques. Conduct mentor training. Work collaboratively with HR subject matter experts in the ongoing development and enhancement of New Employee Orientation (NEO) orientation and training classes and materials. Conduct NEO training on assigned topics. Participate in the planning, development, coordination, and implementation of diverse human resource and organization development initiatives, projects, and activities, as assigned. Evaluate the effectiveness of HR-sponsored training and make recommendations for improvement. 30% Provide Administrative Support to Chief Human Resources Officer: Provide research, writing, and editing support. Assist Chief Human Resources Officer in researching, writing, updating, maintaining, and distributing HR policies, the HR Policy Index, and the City's Employee Handbook. Obtain signatures on HR policies, create PDF version, and send out communication to City management on any new and changing policies. Assist with writing and editing various documents (e.g., employee appeal hearing reports, responses to regulatory agencies, disciplinary and termination letters, investigative reports, requests for proposals, etc.). Produce a wide range of analytical reports and related presentations such as succession planning statistics. Maintain and update HR content on external City website. Assist in coordinating the preparation of the HR Quarterly Strategic Work Plan and other requested reports and documents. Support Chief Human Resources Officer in conducting investigations of employee complaints, drafting reports of findings and maintaining related files and related complaint logs. Update employee complaint EPL and EEOC logs and maintain secured files. Assist with preparing responses to outside agencies such as the EEOC and the SC Human Affairs Commission. 20% Provide Cross Functional HR Support: Serve as back up support to Employment function. Assist with recruitment, hiring and onboarding by pre-screening applications against position requirements, conducting background screens, working with hiring departments to move candidates through the hiring process. As needed, verify new hire employment status through E-verify and SC New Hire. Provide guidance to hiring supervisors in the use of NEGOV. As assigned, serve as proctor for Firefighter testing as well as participate in external department interview panels. As needed, assist with coordinating Peer Review hearings, by scheduling hearings with complainant, Peer Review members, City Attorney, Risk Manager, hiring manager, and other witnesses; reserving conference room; preparing and distributing packets; setting up recording equipment; and transcribing notes. As assigned assist with compensation and benefits related projects (e.g., entering and cross-checking bi-weekly payroll, responding to compensation and/or benefit surveys, assisting with benefit enrollment, service award events, etc.). Coordinate and implement Annual Employee Recognition & Awards program for City Hall employees. Coordinate all logistics including, but not limited to, leading committee meetings, scheduling venue and catering services, arranging photographer and/or videographer, and ordering awards. Assist with other HR-sponsored employee events as assigned. 20%Perform other duties as assigned. Job Requirements Bachelor's degree in human resource management, business, public administration, organizational psychology, social science, or a related field. Over four (4) years of progressively responsible human resources experience with emphasis on training & development and employment. Preferred Qualifications Senior level Human Resources certification. Experience in compensation and benefits. Driver's License Requirements Valid South Carolina Class D Driver's License. Understand complexity of human resources issues and view situations from a broad strategic perspective. Maintain confidentiality regarding critical and sensitive information, records, and reports. Use logic and reasoning to understand, analyze, and evaluate complex situations, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals. Demonstrate initiative and perform responsibilities with little direct supervision. Learn and effectively use and manage a variety of Human Resources technology and information systems. Adapt to a changing work environment, competing demands, and ability to deal with frequent change, delays, or unexpected events. Manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Research a variety of employment related topics and prepare professional-level analytical reports and documents. Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences. Exercise integrity, ingenuity, and inventiveness in the performance of assigned tasks. Establish and maintain effective working relationships with HR team, City staff and officials, HR customers, and the general public. Read, analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, governmental regulations and government forms/instructions. Use advance Excel functions to prepare and conduct statistical analyses. Operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable organizational and human resources software. Use copier, fax, scanner, calculator, phone, printer, document folder, electronic hole puncher, laminator, paper shredder, desktop and laptop computers, projector, recorders, and digital cameras. Primary Work Location: Office environment. Protective Equipment Required: Environmental/Health and Safety Factors: Relatively free from unpleasant environmental conditions or hazards. Physical Demands: Continuously requires fine dexterity, using vision and hearing, and talking. Frequently requires standing, walking, sitting, reaching, handling, bending, crouching, lifting, carrying, kneeling, crawling, pushing/pulling, climbing, balancing, and twisting. Light to Medium strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly and/or walking or standing to a significant degree. Mental Demands: Frequently requires time pressure, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team.
