To read more about NCAP's mission, vision, and values click here.Under the immediate supervision of the Chief Executive Officer, the Chief Operating Officer will be responsible for directing all operational and administrative functions of the agency in accordance with industry standards, where applicable, regulatory agencies, as appropriate, and company objectives and policies. As a key member of the NCAP executive leadership team, the COO will provide the leadership, management, and vision necessary to ensure that the agency has proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization, ensuring financial strength and efficiency. The COO will accomplish this through a respectful, constructive, and energetic style, guided by NCAP's mission, vision, and objectives. The COO will engage in periodic overnight domestic travel. This is a new position for the organization in response to continued growth and diversification of funding streams and in response to the NCAP strategic plan. This is a Washington, DC, based position but remote work may be considered. The salary range is $165,000-$170,000. TO APPLY: Send cover letter, writing sample, and resume to XXXX@communityactionpartnership.com DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS Administration/Management Oversee finance and human resources to ensure agency compliance with state and federal employment laws, policies, procedures, and funding regulations. Oversee outsourced human resources contract and ensure budget and expenditure control. Provide guidance over disputes, investigations and legal matters pertaining, but not limited to, labor and employment disputes and occupational health and safety. Oversee and coordinate NCAP budget development and ongoing fiscal monitoring in partnership with fiscal and program staff. Monitor NCAP's financial performance and develop long-range financial plans that align with the organization's strategic priorities. Oversee outsourced IT services contract. COO will oversee implementation and maintenance of communication systems, such as computer hardware, computer, software, area-wide network, high-speed internet, automated tracking systems, centralized database management, phones, voicemail, e-mail, web site, teleconferencing equipment, and other systems to assist in the smooth and efficient flow of information. Ensure program staff receive technical support and are trained on communications systems. Oversee facilities to ensure adequate program support in the areas of facilities and project management, including assistance with property leases, moves, capital improvements, facility maintenance, inspections, program records retention system, and overall facility and security management systems agency-wide. Ensure that the responsibilities, authorities, and accountability of all direct reports are defined and understood. Create the central administration structure and processes necessary to manage and support the organization's current activities and projected growth. Develop and establish operating policies, systems, and controls consistent with the NCAP's goals and objectives. Legal Oversee the coordination, communication, and interactions of NCAP staff with any legal issues and/or legal services associated with organizational operations. Ensure that all agency activities and operations are carried out in compliance with funding sources, local, state, and federal regulations and laws governing agency business. Ensure agency bylaws and governance structure and practice align, and are kept up to date, with industry practices. Monitoring Evaluate the results of administration operations regularly and systematically and report results to the Chief Executive Officer. Ensure timely reporting across the organization. Ensure projects continue to move forward to meet agreed upon deadlines. Planning Provide timely and accurate analyses of budget, project proposals and business trends in the multiple agency programs to assist the CEO, Board of Directors, and other senior managers in performing their responsibilities. Ensure implementation of NCAP strategic priorities. Grants/Contract Administration Collaborate with program staff on grant and contract administration systems by providing program support for current and future needs in planning, negotiations, and administration of contractual performance. Ensure compliance with grant conditions, rules, regulations, and pertinent laws. Assist in establishing evaluation procedures for determining impact, funding justification, and changes to existing programs. Advise, negotiate, manage, and administer all contracts into which the agency may enter. Consult with the CEO, NCAP's Executive Leadership team, and others on financial matters associated with the financial viability of entering into such contracts. Ensure regular and timely analysis of program and financial status of programs, grants, and contracts. Agency Leadership Support NCAP efforts to center capacity building, operational implementation, and network engagement in equity. Serve as a key member of NCAP's Executive Leadership Team. Ensure that Equity and Belonging practices are embedded throughout the organization's systems and processes, spanning all key functions of the organization. Attend all NCAP Board of Directors meetings and appropriate committees. Report to committees as needed and directed by the CEO. Serve as trusted advisor and thought partner to the CEO on implementation of agency priorities. Increase Community Action visibility by representing NCAP as needed at state and national Community Action events. Other Duties and Responsibilities Attend leadership team meetings. May act on behalf of the CEO in their absence. May represent the agency in place of the CEO, as needed. Must use reasonable precautions in the performance of one's duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure maximum safety to self, fellow employees, and customers. Attend both the NCAP Annual Convention and Management and Leadership Training Conference annually. Incorporate other responsibilities and projects as assigned. SUPERVISORY RESPONSIBILITIES This position has supervisory responsibility for grants management staff and potentially others as needs arise. QUALIFICATIONS* At least seven years of experience in operations or management, preferably nonprofit management. * Proven ability to forecast financial models and control expenses, while supporting organizational growth.* Demonstrated experience in nonprofit financial management; experience with government contracts required-including federal grants. Knowledge of GAAP and accrual-based accounting practices. Experience with annual audits.* Bachelor's degree (master's degree preferred) in business, public/nonprofit administration, finance, economics, or a related field of study. Significant and relevant experience may be considered in lieu of degree.* Must demonstrate strong writing and editing skills, possess the ability to convey information on complex issues both verbally and in writing, and have experience speaking in formal and informal settings.* Be a self-starter as well as a team-oriented individual with strong interpersonal skills and a positive, professional attitude.* Attain Certified Community Action Professional status if not already achieved in the first two years of employment.* Demonstrated ability to work in a diverse organization.
