Job Summary The EEO Systems and Data Analysis Manager is responsible for responsible for the timely completion of the Equal Employment Opportunity (EEO) Program and Affirmative Action Plan (AAP) monitoring including organizational profile, job group analysis, external availabilities, internal availabilities, utilization analysis, goals progress analysis, EEO Program metrics analyses and related materials, impact ratio analysis for hires, promotions, terminations and other employment transactions, periodic EEO Program audit and monitoring. Duties & Responsibilities Import, clean, transform, validate or model data with the purpose of understanding or making conclusions from the data for decision making purposes and for timely completion of the EEO Program and AAP monitoring and progress reports. Interpret data, analyze results using statistical techniques and provide ongoing reports such as workforce utilization analysis, progress reports, adverse impact analysis, etc. Present data, charts, graphs, and tables; and design and develop relational databases for collecting and analyzing data relative to AA and EEO reporting requirements. Write data definition language or data manipulation language such as SQL commands. Improve data quality and design or present conclusions gained form analyzing data using statistical tools like Excel, SAS, SPSS and others. Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality. Acquire data from primary or secondary data sources and maintain databases/data systems. Identify, analyze, and interpret trends or patterns in complex data sets such as hires, promotions, terminations and other employment activities. Filter and "clean" data, and review computer reports, printouts, and performance indicators to locate and correct code problems. Work closely with management to prioritize business, information, and reporting needs. Monitor the recordkeeping related to AA/EEO Program requirements across the MBTA to ensure compliance with applicable laws and regulations. Visit work sites and/or assist at events as needed. Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner. Adhere to the rules, regulation, collective bargaining agreements (if applicable) and policies of the Authority including EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies. Perform all other duties and projects that may be assigned. Supervision No direct reports. Additional responsibilities may include a focus on one or more departments or locations. See applicable addendum for department or location-specific functions. Minimum Requirements & Qualifications Bachelor's degree from an accredited institution in Human Resources, Public Administration, Business Administration, or related field. Five (5) years of experience as a data analyst, business analyst, data systems analyst or other related title where the major duties included data processing and computer systems analysis. One (1) year of supervisory, leadership, and/or managerial experience. Technical expertise regarding data models, database design development, data mining and segmentation techniques. Strong knowledge of and experience with reporting packages, databases (SQL, etc.), and programming. Effective organizational, time management and multi-tasking skills. Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Proficiency with Word and expert level Excel and Access skills, specifically the ability to write macros to automate reports, and connect multiple sources of data that are housed in multiple data sources, including SQL databases. Strong knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS, etc.). Adept at queries, report writing and presenting findings. The ability to exercise discretion in handling confidential, sensitive, and personal information. Knowledge of Affirmative Action, Civil Rights, and Equal Employment Opportunity Laws, regulations, and executive orders. Knowledge of human resources program development to attract, reward, and retain employees. Ability to understand, apply, and explain the laws, rules, regulations, policies, and procedures governing AA, Civil Rights, and EEO. Ability to analyze and determine the applicability of the data to draw conclusions and make appropriate recommendations. Program management, administration, planning, and data analysis experience. Demonstrated ability to interpret mandated program and data requirements and apply them to the administration and reporting of those programs. Ability to prepare Affirmative Action and EEO Reports using a variety of formats. The ability to supervise and work effectively with a diverse workforce. Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. Ability to provide internal and external customers with courteous and professional experiences. Ability to work effectively independently and as part of a team (or supervise, if required). Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers. Ability to travel to the various MBTA facilities and sites across the Commonwealth to consult with, provide assistance to, audit and monitor the implementation of the EEO Program in each of the MBTA district offices. Substitutions Include A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience and Skills Prior experience developing training and employee outreach programs. Prior experience working in a heavily unionized environment. Understanding of Title VII and Employment Law principles, in addition to public sector experience.
