Job Summary Under the direction of the Senior Director of Vehicle Engineering, the Director of Vehicle Engineering will assist with the planning and management all technical, financial, and administrative aspects of programs and projects related to the procurement of new and overhaul of Authority vehicles, including but not limited to Subway, Bus, and Commuter Rail vehicles, and will provide direct involvement to the entire Vehicle Engineering staff. Duties & Responsibilities Provide direct supervision of the Vehicle Engineering staff. Liaison with Authority Operating Departments, Procurement, and other stakeholders to identify the need for, establish the priority of, and assist with planning mid to long-range schedules for revenue and non-revenue vehicle procurements and overhauls. Develop for Senior MBTA management review and guidance long-range procurement and overhaul plans within Capital Programs, Operations, and Vehicle Maintenance, and other departments', as needed, to ensure the availability of safe and reliable passenger vehicle fleets. Coordinate with Senior Director of VE, Budget, and Procurement Departments to identify and ensure the availability of funding to complete procurements of new fleets and fleet overhaul projects. Assist with the development and maintaining status reports on all procurements of new fleets and fleet overhaul projects to evaluate the department's ability to meet established milestones and conformance with project budgets. Assist with developing reports, updates, and presentations for senior managers, the MBTA Board of Directors, and external stakeholders as needed. Coordinate and oversee Vehicle Engineering project teams their goals, budgets, and timelines with the Deputy Directors, and Senior and Technical Project managers, to ensure that the department moves cooperatively towards completing its overall mission. Develop and manage personnel to provide guidance and monitor the development of technical specifications, related commercial terms, and the technical portion of bid evaluations for procurement and overhaul programs to ensure that the department meets established project goals, budgets, and timelines. Participate, as needed, in the selection of consultants and vendors, including the writing of contract requirements and the negotiation of contracts. Work with Vehicle Engineering Project Staff to identify delays or obstacles to meeting project goals and take corrective action, when needed, to mitigate potential or existing issues. Assist in the enforcement of negotiated contract terms to ensure vendor compliance. Assist with coordination and supervise the budgets for the Vehicle Engineering Department. Identify the need for and/or participate in the selection of new and additional Vehicle Engineering staff. Assist with the FTA, FRA, MassDOT, and other transit systems, contractors and the public regarding T Policy, programs, compliance, vehicle procurements, operations requirements, and progress reports. Ensure the Vehicle Engineering Department is in compliance with Authority policies and procedures, including all applicable safety standards. Participate in domestic and international travel as needed to car builder and contractor manufacturing facilities and to attend other off-site meetings. Establish and maintain sound union/management relations while upholding the rights and interests of management and adhering to collective bargaining agreements; and administer discipline in his/her jurisdiction. Respond to each inquiry, whether from a customer, vendor, or co-worker courteously and professionally. Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed. Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees. Minimum Requirements & Qualifications A Bachelor's Degree in Engineering, Transportation, Business, or a related field from an accredited institution. Seven (7) years of experience in bus, rail transportation, vehicle manufacturing, maintenance, and/or engineering at a large transportation organization and/or with large-scale procurements. Five (5) years of people experience in a managerial capacity. Effective organizational, analytical, negotiation, and confidentiality skills. Strong oral and written communication skills. Ability to use Word, Excel, and PowerPoint applications. Effectively communicate with customers, employees, and vendors. Have excellent customer service and conflict resolution skills. Ability to provide internal and external customers with a courteous and professional experience. Ability to work all shifts and/or locations as assigned or directed. Be available to work twenty-four (24) hours per day, seven (7) days per week. The ability to supervise and work effectively with a diverse workforce. A valid drivers license. Preferred Experience and Skills Four (4) years of experience overseeing multiple, concurrent vehicle procurement processes at or for a multi-modal transit authority. Five (5) additional years of experience in transportation or related supportive operations in a large transportation organization. Managing and overseeing the day-to-day, long-term planning, and execution of vehicle procurements. Two (2) additional years of people experience in a managerial capacity. Substitutions Include A High School Diploma or GED with an additional seven (7) years of directly related experience in bus and rail transportation vehicle manufacturing, maintenance, and/or engineering at a large transportation organization and/or with large-scale procurements; and familiarity with the FTA and/or FRA vehicle procurement standards substitutes for the Bachelor's degree requirement. An Associate's degree from an accredited institution an additional three (3) years of bus and rail transportation vehicle manufacturing, maintenance, and/or engineering at a large transportation organization and/or with large-scale procurements; and Familiarity with the FTA and/or FRA vehicle procurement standards experience substitutes for the Bachelor's degree requirement. A Master's degree in Transportation, Engineering, Business, or a related field substitute for two (2) years of general experience.
