DESCRIPTION OF MAJOR JOB DUTIES At the direction of the Community Development Director, the Construction Project Manager is responsible for coordinating the activities related to building rehabilitation, construction and maintenance, involving the duties of Building Official, inspection and ordinance compliance as defined by the Housing Rehabilitation, Federal Program Activities and Programs of Community Development Program. As directed by the Community Development Block Grant Director facilities and manage federal grant projects for CDBG, HOME, ESG, NSP, HOME, HOME-ARP and other grants as awarded. Responsibilities of the Construction Project Manager include: •Manage the contractors to ensure quality and effective use of resources.•Provide direct service to clients, contractors and partner organizations; conduct needs evaluation, resolve complaints.•Establish and maintain relationships with other organizations to meet community needs and to ensure that services are not duplicated.•Establish and oversee procedures to meet objectives set by HUD•Administer organizational policies regarding such issues as participant eligibility and program requirements.•Prepare and maintain records and reports, and program accomplishments.•Represent organization in relation with governmental and professional development institutions.•Provide guidance regarding program-related federal, state, and county regulations and policies.•Speak to community groups to explain and interpret agency purposes, programs, and policies.•Make decisions and solving problems•Research information•Work directly with the public•Document and record information as required by HUD•Evaluate information to determine compliance with regulations•Analyze legal and regulatory compliance matters.•Conduct opinion surveys or needs assessments.•Coordinate with the Director of CDBG on special events or programs.•Interview clients to collect information.•Maintain operational records.•Monitor performance of federal grants and/or organizational members or partners.•Resolve customer complaints or problems. ELIGIBLE PERSONS Education: A bachelor's degree in construction management, Public Administration, Business Administration or related field, a Builders License, and a valid Driver's License. Experience Required: Three to five (3-5) years of full-time construction management experience. GENERAL INFORMATION Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long-term disability, life insurance and a retirement plan. The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training. Investigation and Probationary Period: An investigation of character and past employment will be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements. Veteran's Preference: Honorably discharged war veterans who receive passing grades on examinations will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added to their score, for a possible total of fifteen (15) additional points.
