Description:

Duties--- You will develop and maintain machinery controls for electrical and mechanical systems and provide technical advice on controls systems deployed in support of Operational Test and Evaluation (T+E) and policy.--- You will conceive, conduct and direct an overall strategy for project/program to advance the state of the art technology as it applies of the NSWCPD mission areas.--- You will apply advanced engineering knowledge to anticipate effect of probable technological changes on the programs/projects/major systems.--- You will display expert knowledge of machinery controls and electrical/mechanical systems engineering practices and principles.--- You will be responsible for the establishment of program goals and objectives.--- You will assign, direct, and review the efforts of all engineering resources and support personnel.--- You will be responsible for managing the CTF efforts ensuring execution within budget and on schedule to support the mission and goals of the program.--- You will establish liaison and close coordination with Navy organizations, and private industry.--- You will display expert knowledge of machinery control applications using Programmable Logic Controllers, Human Machine Interface display screens, sensor feedback loops, and protective featuresRequirements Conditions of Employment--- Must be a US Citizen.--- Must be determined suitable for federal employment.--- Must participate in the direct deposit pay program.--- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification checkTo learn more about E-Verify, including your rights and responsibilities, visit e-verify.gov--- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade levelThis requirement is called time-in-gradeTime-in-grade requirements must be met by the closing date of this announcement.--- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.--- Males born after 12-31-59 must be registered for Selective Service.--- This is a bargaining unit position.--- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on dutyFailure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.--- This position is designated as a Cyber IT/Cybersecurity Workforce positionYou must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621 level Advanced within 12 months of appointment.--- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sitesYou must be able to travel on military and commercial aircraft for extended periods of timeQualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sectorSpecialized experience must demonstrate the following: As a professional engineer, strategically manage advanced machinery controls and electrical systems programs, leveraging expert knowledge with innovative problem-solving skills to enhance operational effectivenessOther examples of experience: (1)Use of Risk Management tools per NAVSEA 5000.8; (2)Qualified at LOTO requester/Peer reviewer iaw Compatibility Test Facility (CTF) Standard Operating Procedure(SOP); (3)System level Job Qualification Requirements(JQR) qualified or similar qualifiction for atleast 1 facility sytem at expert and journey level with ateast one year of experience supproting controls sysems engineering; (4)Strong Leadership skills and experience in briefing technical stakeholders; (5)Experience with design of systems and review of drawings to produce equipmwnt installation drawings in accordance with specified interface control documents; (6)Experience is developing work products to verify & validate work has been performed to a standard that will stand up to technical rigor of a Ceritfication Audit; (7)Familiar with self assessment processes and Audit & Surveillance techniques; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);
