Visit us on the web at Duties IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career/career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 1 to 2 years of continuous service depending on the position; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion to the competitive service is not implied or guaranteed.If selected, you will be placed in a developmental position as a Pathways Recent Graduate Tax Examining Technician (Appeals Tax Examiner), GS-0592- GS-05/06 with promotion potential to GS-07 in one the division(s) listed below: Appeals A description of the business units can be found at: Vacancies will be filled in the following specialty areas: Independent Office of Appeals Case and Operations Support (C&OS) Acct and Proc Support (APS) Exam Appeals Collections and Appeals Special Programs Team The following are the duties of this position at the full working level. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Analyzes data consistent with the applicable tax laws and regulations to resolve and process all types of difficult and complex issues/problems for Appeals and Counsel Cases. Determines restricted interest rates, limitations, periods covered, allowances, over assessments, and potential over assessments. Calculates restricted interest for cases where taxes, penalties, and interest are due which result from application of one or more sections of law. Cases involve computations of tax, penalty and interest, multi-year restricted interest, and adjustments to previous assessments. Applies the relevant sections of the Internal Revenue Code and Regulations to determine adjustments and assess the impact and conditions such as net operating loss, carry backs/carryovers, unused or related investment tax credits and accumulated earnings tax. Determines and computes the proper assessable and allowable interest considering the affected tax periods and varying interest rates. Computes allowable interest and the abatements of interest and penalties due to overpayments and/or over assessments. Reviews case file upon receipt including tax returns, agreement forms/decision Tax Court Petitions, documents, work papers, reports, and adjustment documents to assure that all prescribed documents are present, complete and consistent with case file information. Ensures that all necessary documents are properly signed and executed. Takes expeditious corrective action to process adjustments to the taxpayer's account including less complex quick assessments, potential statute cases, non-master file cases, advance payments, credit transfers, manual refunds, and termination and jeopardy assessments. Analysis often requires the examiner to verify complicated conditions such as those affecting taxpayer's account history and credit availability, AIMS status, and to retrace various tax computations (deficiencies and/or over assessments) and adjustments to previous tax, penalty, and interest. Determines and initiates a variety of adjustment documents for cases involving interim assessments, notice of appeal, adjustments before issuance of statutory notices as well as cases which may involve manual, quick, and NMF assessments, manual refunds, and other intricate processing actions. Applies the law and regulations to verify, determine and control the statute of limitations on a wide variety of tax returns. Reviews and issues statutory notices of deficiency. Sequences the input of adjustment documents such as those for transferring payments, credits between accounts, quick assessments, and other account adjustments. Schedules manual refunds and assessment dates consistent with national and local guidelines. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. SPECIALIZED EXPERIENC/EDUCATION FOR GS-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of basic tasks involving reviewing and processing documents and utilizing automated systems to correct and adjust accounts. OR EDUCATION: You may substitute education for specialized experience as follows: 4 years of education above high school level in any field of study from an accredited business, secretarial or technical school, junior college, college or university. SPECIALIZED EXPERIENCE FOR GS-06: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes Experience performing multiple processing tasks involving researching tax information to extract relevant facts and/or missing/unclear accounting information.
