Job Summary Assist in the direction and administration of maintenance and operations programs. Participate in the planning, design, review, and integration of construction projects. Responsible for the physical condition of buildings, grounds and equipment. Responsible for short- and long-term planning and managing activities and resources to maintain the College’s facilities. Responsibilities and Duties Assist in facility safety and physical ADA compliance standards management. Partner in developing, planning, and managing construction and remodeling activities and projects and serving as a liaison with architects, construction managers, other construction personnel, state and local agencies, and the administration to ensure that projects are completed on time and within budget. Manage contractors including verification of certificates, licenses, insurance, etc. Assist in the development of long-range facilities master planning. Manage energy management systems and reporting. Work closely with the Executive Director of Facilities in purchasing function to plan, direct, and prepare bid specifications and document and requisition submission. Perform inspections and monitoring of campus facilities. Assist with analyzing bids and making recommendations for awarding bids, negotiating contracts, performing cost analysis for special procurement recommendations, and maintaining current vendor resources. Monitor maintenance and related operations work, including the work of contractors, to ensure compliance with applicable safety, health, and environmental laws and regulations. Monitor campus grounds including contractors, and maintain general knowledge of grounds equipment, irrigation systems and landscaping beautification. Monitor custodial operations including contractors and standards of work as well as maintain an understanding of APPA standards. Assist the campus community with facilities-related projects such as event coordination and work collaboratively in order to achieve and maintain positive and productive working relationships. Maintain a high standard of professional and ethical practice in representing the College. Demonstrate knowledge of the field including but not limited to asbestos management, hazardous waste management, chemical inventories and SDS, air permits, spill prevention and control, state inspection reports, Tier II reports, etc. Provide a high level of service to administrators, contractors, personnel, and customers by establishing and maintaining effective working relationships and partnerships. Adhere to the College’s policies, procedures, and other established guidelines. Perform other duties as assigned, including special projects. Qualifications and Skills Bachelor’s degree in Engineering, Construction Management, Facilities Management or a related field from an accredited institution preferred. Certifications in facilities and safety management related specialties preferred (e.g., FEMA, NIMS, DOT, OSHA, etc.). At least three years of general facilities management experience or experience managing large-scale construction and renovation projects of at least 25,000 square feet. Facilities management and construction experience in an educational setting, preferred. Knowledge of electrical, mechanical, and related systems; knowledge of environmental, health, and safety codes and regulations, plumbing, HVAC, BAS Control Systems and emergency procedures (such as Fire extinguishers, egress exit maps, annual inspections, etc.). Must have the ability to communicate effectively, both orally and in writing. Benefits and Perks 36-hour work week for a healthy work life balance as well generous paid leave time. Compensation for this 12-month position is $62,880. Kilgore College does not participate in the federal Social Security program. As a result, employees/retirees of the college are subject to the federal Windfall Elimination Provision (WEP) and possibly the Government Pension Offset (GPO) laws.
