Agency Description The Philadelphia Police Department (PPD) is the nation's fourth largest police department, with more than 6,300 sworn officers and 800 civilian employees. Our mission is to make Philadelphia one of the safest cities in the country.The police department partners with communities across the city to: Fight crime, the fear of crime, and terrorism. Enforce laws while safeguarding people's constitutional rights. Provide quality service to all Philadelphia residents and visitors. Recruit, train, and develop an exceptional team of employees. The PPD serves Philadelphia County's approximately 1.5 million residents. The department is divided into six police divisions, which are further divided into 21 police districts. Each district is led by a captain who implements data driven policing strategies to support our public safety initiatives. Job Description The Philadelphia Police Department (PPD) under the executive direction of the Police Commissioner, seeks a candidate to join the PPD team as the Director of Diversity, Equity and Inclusion to manage and maintain overall agency responsibility for the coordination, implementation and administration of all programs, policies and procedures in the areas of equity, inclusion and equal employment opportunity for approximately 8,000 uniformed and civilian members of the Philadelphia Police Department.The Director of DEI serves as the resource person and principal advisor to the Police Commissioner and Executive Team on all issues in the sensitive area of equal employment and equity and inclusion and provides instrumental guidance to ensure the PPD remains diverse and inclusive for all.The DIO works with the executive staff to ensure that the Philadelphia Police Departments reflects community diversity and inclusion throughout the city, by researching, creating and implementing appropriate metrics to help identify successful organizational policies and processes. Essential Functions: Provides guidance and operational assistance in the development of enterprise strategies for diversity, equity, and inclusion, including governance structure, policies, procedures, metrics, benchmarks, action plans and processes to effectively support leadership. Provide expert technical guidance and leadership to PPD Command Staff on diversity, equity, and inclusion issues within the department; Develops an equity and inclusion communications strategy that keeps the executive staff informed about diversity programs and policies Develop and coordinate key external DE&I partnerships, including recruitment partners. Manage strategic DE&I projects and programs, including ideation and initiation, creation and documentation of processes, program roll out and communication, and reporting on program effectiveness and results Oversees the planning and development of equal employment opportunity and equity, diversity and inclusion training for Department personnel; consults with leading experts in the area of diversity, equity and inclusion to improve the Department's working environment. Assists with the planning, scheduling and coordination of DE&I meetings including the design and development of meeting decks and other communications/tools. Evaluate and recommend changes to PPD policy revisions and training initiatives regarding DE&I. Identify DE&I Training opportunities for PPD leadership. Manage regular communications calendar cadence for DE&I updates on strategy, events, programs, and days/months of observance, across all channels within the internal organization, i.e., weekly email communications, monthly leadership meeting slides and tiered daily management updates. Leverage data to evaluate DE&I performance to strategic objective metrics and translate data analysis into recommendations for solutions to drive continual improvement. Conduct research on key DE&I topics, programs, and initiatives to advance and support DE&I at PPD. Champion the values of DE&I in interactions both internally and externally. Performs other duties as assigned. Competencies, Knowledge, Skills and Abilities: Solid understanding of applicable federal, state and city guidelines and laws pertaining to Equity and Inclusion and Equal Employment Opportunity Experience leading transformational or organizational change Must possess an in-depth knowledge of police department policies and practices, operations and procedures Must have highly developed managerial, administrative and supervisory skills; ability to discern discriminatory acts and skills in resolving problems in this area Qualifications A bachelor's degree in Human Resources, Business Administration or a related field, Master's Degree in Human Resources, Education, Sociology, Psychology or other related fields preferred. A DEI certification from a respected university or organization (e.g. Certified Diversity Professional (CDP) Certificate or an equivalent is a preferred Up to 5 years of experience implementing large scale strategies, initiatives, projects or (or a combination of education and/or training and/or experience which provide an equivalent background required to perform the work). Up to three (3) years' of experience working directly to promote and support equity, diversity, and inclusion. Desired Qualifications: Experience in DEI strategy development across all organizational levels (Board, Executive, and staff levels) Must have experience developing meaningful and appropriate metrics to measure success and gauge effectiveness of DEI initiatives and identified goals Ability to interact and influence at all levels, drive change and work on multiple initiatives simultaneously. Strong communicator and leader with interpersonal skills/experience working with diverse audiences, and keen awareness of global and cultural issues Demonstrate a proven ability in developing and supporting continuous improvement principles utilizing a systemic approach and data for decision-making Sense of urgency, can do attitude with a focus on continuous improvement Experience creating and implementing processes from inception to completion Thoroughly adept to using Microsoft Office applications, including PowerPoint and Outlook Serious commitment to providing excellent service delivery with high level of motivation Ability to manage cross-functional projects, as demonstrated by previous experience coordinating deadlines and deliverables with multiple stakeholders Additional Information TO APPLY: Interested candidates must submit a cover letter, writing sample, references, and resume. Salary Range: $130,000 to $160,000 depending on qualifications.
