King County is seeking to hire a Release Planning Manager within Public Health - Seattle & King County, Jail Health Services (JHS) Division. This is a (2) two-year, full-time temporary or special duty position with the potential to transition into a permanent role.As part of the clinical leadership team, you would play a pivotal role in ensuring individuals have the essential resources and support that they need as they release from jail as well as forging impactful partnerships with community stakeholders and fostering a vibrant and inclusive work environment.You would put your clinical supervision skills to work by leading a sixteen-member clinical team consisting of senior social workers, social workers, and social service specialists both licensed and unlicensed. This specialized team provides person-centered and trauma-informed release planning services that focus on individuals in need of coordinated medical care, behavioral health treatment, benefits, and other social services.You would also oversee the day-to-day operations of the program, managing all personnel responsibilities, and collaborating with other Social Service programs to develop cohesive policies and procedures, standard work, and standards of care that align with credentialing requirements and JHS's mission and values.We are striving to build our workforce with people from diverse backgrounds, including people with lived experience of substance use, incarceration, houselessness, people of color, and members of the LGBTQIA+ communities. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our Division includes over 230 employees and a bi-annual budget of over $80 million.The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is To assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last two (2) years. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.Job Duties Team Development and Supervision. Foster team cohesion, identify areas for growth, and create opportunities for skill development, motivation, and creativity. Lead the hiring, training, coaching, and evaluating of team members. Develop and implement work schedules to ensure adequate program coverage. Address conflict quickly and collaboratively. Clinical Oversight. Provide clinical supervision to clinical team members, guide them in delivering quality care, and facilitate group and individual supervision sessions as needed. Ensure compliance with accreditation and documentation standards, licensing requirements, and all applicable policies and procedures. Lead the practice as a subject matter expert in clinical care coordination including trauma-informed care, harm reduction and shared decision making. Stakeholder Engagement. Establish and maintain excellent working relationships and communications with internal and external stakeholders, including members of the BIPOC communities and those directly impacted by incarceration. Consult with stakeholders regarding program goals, activities, policies, and procedures. Strive for person-centered and patient-driven care. Quality Assurance. Guide quality assurance for the program. Monitor quality and standards of practice via chart reviews and observations of clinicians' interactions with participants. Ensure effective use of resources by comparing the impact against service objectives. Trends & Advocacy. Research, anticipate, and prepare for trends that may affect the practice and recommend programmatic direction. Stay familiar with best practices in public and private behavioral health and community resource settings. Program Management. Manage the day-to-day operations of the Release Planning Program and lead program initiatives and projects. Coordinate with other Jail Health Services workgroups and King County departments as needed to ensure program deliverables are achieved. Program Development. Collaborate in the creation, development and implementation of program goals and objectives, policies and procedures, standard work, and standards of care. Actively participate in program development activities, team meetings, committees, and workgroups for Social Services. Reporting. Lead data collection efforts to prepare and submit reports as required for daily management and for sponsoring agencies at the local, state, and federal levels. Equity and Inclusion. Promote anti-racism and workplace belonging by actively discussing issues of race and oppression, fostering psychologically safe spaces, debiasing clinical practices, and practicing cultural humility and critical self-reflection. REQUIRED QUALIFICATIONS: State of Washington licensure as LMHC, LMFT, LICSW, LSWA. Two (2) years of experience or education specifically related to mental health care, including knowledge of various mental health conditions, treatment modalities, and therapeutic approaches. Five (5) years of clinical supervision experience that includes experience supervising clinical staff in initiating and completing accurate clinical assessments, updating case records, documenting interventions, progress, and outcomes, and reporting patient status in an electronic health record. Two (2) years of relevant work experience as a social services program manager or in a similar role demonstrating ability to 1) create, develop, and implement program goals and objectives, policies and procedures, standard work, and standards of care; 2) monitor day-to-day operations of a program by determining shift work, interpreting policies and procedures, ensuring standard work, assisting clinical staff, and assigning work. Must have some experience working with various personnel processes such as hiring, training, performance, and assisting with labor relations issues. Demonstrated ability to address conflicts as opportunities for collaboration with demonstratable facilitation, negotiation, and consensus-building skills. Capacity to manage sensitive or controversial subjects. Skills in collecting, monitoring, and analyzing data using Microsoft programs such as Excel, Power Bl, and SharePoint. Familiarity with electronic health records. Demonstrated ability to communicate effectively using a range of methods and tools. Able to acquire BLS-CPR for healthcare providers prior to first day of employment. Valid WA State Driver's license. EQUITY AND CULTURAL HUMILITY: A deep commitment to racial equity and understanding of the historical and generational impacts of racism and mass incarceration. Knowledge of specific challenges and needs of individuals facing legal involvement, housing instability, poverty, substance use disorders, and mental health diagnoses compounded by discrimination and systemic oppression. Experience applying equity skills in the practice of undoing racism. DESIRED QUALIFICATIONS: Two (2) years of experience or education specifically related to substance use disorder care and harm reduction. Experience working in a position where you routinely coordinated medical, behavior health, substance use, and other social service resources in KING COUNTY for Medicaid-eligible adults. Experience in a role involving routine coordination with the criminal legal system in King, Pierce, or Snohomish County, including interactions with courts, defense attorneys, prosecution, probation, and correctional institutions.
