PURPOSE OF THE JOB: The Graduate Engineer is responsible for assisting the Director of Engineering, Assistant Directors, and Project Managers with engineering planning, design, and construction work to include: basic to complex engineering calculations, drafting using AutoCAD, reviewing and updating plans and specifications, providing engineering oversight and answers for construction projects, field construction verification with record drawings, geographic information system (GIS) data processing and preparation of maps and exhibits, hydrologic and hydraulic modeling and review of drainage reports and plans, and other various field and analytical assignments that require the expertise of an engineer in training. WORK PERFORMED: Manage and oversee engineering tasks for multiple projects throughout planning, engineering design, and construction phases. Attend Development Review Committee (DRC) meetings, and project meetings with other department representatives and/or developers. Prepare plans and specifications and project documents. Ensure technical accuracy, standard engineering practices, and inclusion of appropriate documentation on various reports and design projects. Review engineering drainage reports and hydraulic models including No Rise studies and Drainage Impact Analysis studies. Solve complex hydraulic and hydrologic problems using HEC-HMS, HEC-RAS and PC-SWMM modeling software. Aid developers, contractors, city staff and citizens on operational projects and projects in engineering design or planning stages. Act as liaison with external agencies such as TxDOT, Galveston and Harris County, local drainage districts, etc., that are affected by City of Friendswood engineering and/or construction projects. Utilize AutoCAD and ArcGIS to prepare standard details, exhibits, maps, and engineering drawings and to aid in solving engineering problems. Serve as the Stormwater Coordinator for the city, overseeing stormwater management programs and initiatives. Ensure compliance with local, state, and federal stormwater regulations and standards. Conduct inspections and field investigations of stormwater infrastructures, identifying maintenance needs, and gathering data related to stormwater management. Engage with the community to raise awareness of stormwater management practices, while also a ddressing inquiries and concerns from residents related to stormwater issues. Manage stormwater permits, ensuring timely submissions and compliance with permit requirements. Inspect construction activities, including paving, subgrade stabilization, water line, sanitary sewer, lift stations, storm and drainage outfalls and detention basins at project sites ensuring compliance with contract specifications and approved plans. Perform other duties within areas of responsibility and ability, as assigned. KNOWLEDGE or SKILL PROFICIENCIES: Minimum Education and Experiences to Perform the Job: Completion of a 4-year engineering degree or other ABET accredited program. Experience with civil engineering. Must have passed the Fundamentals of Engineering (FE) exam or be eligible to take and pass the FE exam within one year of hire date. Understands floodplain management concepts. Experience reading and interpreting CAD drawings. Proficiency with AutoCAD or and/or ArcGIS geospatial software is recommended. Excellent communication skills, both oral and written; must be able to review specifications, policies, procedures, and draft formal emails, letters, and reports.
