Title : Construction Manager - Quality Control / Site Safety and Health Officer / Superintendent (QCM/SSHO/Super) Location : Cary, NC (On-Site) Status : Full-time, Temporary (3-4 months) Safety Sensitive : Yes Position Summary: Midnight Sun is seeking a well-qualified Construction Manger which will triple hat the positions of Quality Control Manager / Site Safety and Health Officer / Superintendent in support of a Federal construction contract in Cary, NC. The scope of the project is mainly HVAC. QCM responsibilities include providing, implementing, and administering a quality control and assurance program to ensure that all work is performed in accordance with project plans and specifications as well as the standards and methods specified in the project Quality Control Plan. SSHO responsibilities include daily administrative and technical management with a staff of personnel who perform safety inspections and training. Superintendent will maintain onsite presence and manage the Subcontractors for overall construction. Duties/Responsibilities: Quality Control Responsibilities Check and approve all items before submittal and stamp, sign, and date indicating action taken. Identify in writing all proposed deviations from the contract requirements. Update and maintain the quality control (QC) system that complies with FAR 52.246-12 Inspection of Construction. Implements and administers Quality Control Plan (QCP) based on client approved Quality Control Plan (QCP). Performs daily inspections to provide daily inspections ensuring compliance with delivery order requirements. Prepares material submittals and Material Delivery Verification Forms in compliance with the drawings and specifications. Prepares Daily Quality Control Report. Attends Pre-Construction meetings with subcontractors to promote understanding of QCP, applicable specification sections, and expected quality level. Maintains on-site records of: Quality control operations, activities, tests, and inspections performed including the work of subcontractors and suppliers. Drawing records and records of materials used. Factory tests and manufacturers' certifications. Coordinates third party testing agents as outlined in the QCP. Develops and implements methods and procedures to assess cost and responsibility for unacceptable material and supplies. Exercises stop work authority as needed. Monitors all job site operations for compliance with contract requirements in noise and dust control, non-interruption of APS activities, and utility shutdown procedures. Prepares and submits accurate, detailed daily reports for the project. Ensures compliance with Company Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.). Site Safety and Health Responsibilities Manage and supervise all activities including, but not limited to confined space entry, cranes and rigging, excavation/trenching, fall protection, and electrical work. Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report. Conduct mishap investigations and complete required accident reports to include mishaps and near misses. Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and provide to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board. Maintain applicable safety reference material on the job site. Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings. Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them. Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution. Ensure subcontractor compliance with safety and health requirements. Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS). Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings. Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors. Manages resources, provides guidance and direction, and establishes priorities for implementing health, safety, and environmental policies, procedures, and standards. Prepare and enforce the Contractor's safety program. Formulates, recommends, and evaluates policies, procedures, and standards to ensure safety practices are consistent with prescribed federal and state regulations and laws. Develops and conducts safety and health inspections, training, and orientation as required. Manages workers compensation, auto, and general liability insurance claims. Maintains documentation for auditing and reporting purposes. Exercises stop work authority as needed. Recommends measures to help protect workers from potentially hazardous work methods, processes, or materials. Investigates all job-related and vehicle accidents to identify causes and to determine how such accidents might be prevented in the future. Coordinates the Project Site's Safety and Health Committee meetings. Investigates all unsafe working conditions reported by employees. Manages safety training and education programs, including demonstrating the use of safety equipment. Inspects facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance. Superintendent Responsibilities Responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project. Required to attend partnering meetings, and quality control meetings. Maintain on-site presence at all times during the performance of this contract until the work is completed and accepted. Other Maintains on-site presence at all times. Must have an Uncompromising Commitment to Safety. Assists with other duties as assigned. Minimum Requirements: Education/Experience 10+ years' experience in the construction industry with at least 5 of those years as a Quality Control Inspector or superintendent on projects similar in size and complexity. Bachelor's degree in Construction Management, Engineering, or related field highly desired. Five years of satisfactory experience in preparing and enforcing Quality Control/Safety programs on contracts of similar size and complexity in the past or equivalent combined certification and experience. Experience in the areas of hazard identification and safety compliance Knowledge, Skills, and Abilities Extensive knowledge of building codes and general engineering principles. Strong verbal and written communication skills, to include clear, concise, and professional presentation of information. Knowledge and experience with OSHA's guidelines including, but not limited to Confined Space, Cranes and Rigging, Excavation/Trenching, and Fall Protection. Must demonstrate a strong ability to: Adapt and be flexible to frequent changes in a fast-paced work environment. Collaborate and work effectively in a team environment with people of various backgrounds and styles. Adapt to the constantly evolving world of technology, design, means and methods, systems may include but not limited to: Microsoft Office suite, ProCore, and Adobe. Must meet the requirements for EM 385-1-1 and ensure compliance with national consensus safety standards to include but not limited to: CFR 1910, CFR 1926, OSHA, EM 385-1-1. Ability to build and interpret a critical path schedule and construction drawings. Certifications/Licenses Current Construction Quality Management (CQM) for Contractors course. Current OSHA 30 hour construction safety course card. Valid Driver's License. Current CPR/First Aid certification. Work Environment: Performance of the required job duties will be in a construction environment, which may include various weather conditions. Responsible for driving between project sites that are often miles apart or miles from the assigned office location. Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds.
