Enabling and assuring NRO's IT infrastructure is critical to the development and operations of the NRO space constellations, and to the processing and delivery of the intelligence information collected and produced by the agency. Evolving and providing integration and governance for NRO's IT infrastructure is a core responsibility of NRO's Communications System Directorate (COMM) with a number of these responsibilities being led and managed by COMM's Service Integration Office (SIO). COMM procures, operates, and maintains the information technology and satellite communications foundations that enable the NRO to provide innovative overhead intelligence for national security. COMM is the largest Directorate in the NRO and develops, implements, and manages sound IT infrastructure policies and services for the NRO and Intelligence Community (IC). The Service Integration Office (SIO) is within COMM and is comprised of ten divisions and other government sites. SIO functions as the end-to-end integrator of COMM IT services and provides 24x7 customer support for the NRO. SIO is COMM's lead for monitoring and communicating IT status, managing IT incidents, and driving IT service management. Additionally, SIO oversees the NRO's corporate IT purchasing team, Industry Partner Access team, and supporting contracts that enable the NRO IT enterprise. The position is designated as an Information Technology Project Manager at the Aerospace Data Facility – Colorado, COMM/SIO/SCCC, Buckley Air Force Base, Aurora, Colorado. Within SIO/SCCC, this position oversees the web development activities performed under the STEM Technical Leader for Hosting and Storage Services along with assisting with oversight and coordination across SCCC's broader service delivery functions. Duties include providing oversight of contract vehicles, analyzing implementation of web development services, and supporting site initiatives to improve IT solutions.The NRO Cadre is collecting resumes via a continuous announcement for consideration against current and future opportunities for full performance level (GG 12-13). What You Will Be Doing Participates in a variety of organization-wide working groups. Evaluates, develops, and recommends modification/approval on assigned area of standards. Prepares studies and other papers in assigned area and briefs a wide range of audiences which may include top management on an occasional basis. Consolidates required outage root cause analysis reports; provides feedback and recommendations to senior site leadership. Coordinates with COMM-Mission Directors, Site Mission Directors, Contract teams and SETA's to track outages. Teams with local mission partners (NRO, NGA, DoD) to evaluate site IT requirements and impacts of modernization projects. Provide oversight, prioritization, and performance feedback for contract teams performing web development and hosting services Streamline processes and create efficiencies in web development Coordinate all major changes and architecture decisions involving web development and hosting and storage platforms. Influence strategic decision making for web development and hosting and storage initiatives Perform administrative duties as needed (ex. access requests, revalidations, and data transfers) Experience working with in a joint service, multi-Agency environment What You Need Highly desired: Bachelor’s degree in related function (software engineer, information technology, cybersecurity, systems and network engineers, etc.) Experience in managing IT specialties specific to web development or hosting and storage services Demonstrated strong problem solving and collaboration skills. Mastery of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency Skill in applying knowledge to highly complex projects and adopting innovative methods and approaches to generate solutions to highly technical software process problems. Ability to work across organizational lines to build strong partnerships and manage expectations Strong knowledge of IT security concepts, standards, and methods Experience with project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments Skill in analyzing, formulating, and recommending policies, procedures, and processes. Ability to effectively adapt to and lead in a fast-paced and dynamic environment (managing priorities, sound decision-making, etc.) Excellent communication skills (verbal and written) and interpersonal skills across organizations and senior executives Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Other Information You may be required to obtain a CISM or CISSP certification within 6 months of being appointed to the position IAW Cyber Workforce Requirements outlined in DoDI 8500.01. Financial Management Certification: May be required to obtain the appropriate Financial Management certification level for the position within two years of assignment. Overtime Statement: May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Location Denver, CO Salary This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay. Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale.
