ABOUT THE POSITION The County of Riverside's Information Technology Department has two opportunities for IT Business Systems Analyst IIIs that will be located in Riverside. The Incumbents in these positions are engaged in supporting, troubleshooting, testing, developing, customizing, configuring, and implementing enterprise-wide technology applications, systems, and solutions. These efforts are primarily designed to address a variety of county-wide business needs. Incumbents directly support the enterprise technology needs and the growth of the enterprise requirements for the County of Riverside. The Business Systems Analyst will be responsible for participating in research and development of new technologies to enhance and improve the customer experience. Multiple levels of analysis will be required such as process and system analysis, refining and documenting the business requirements of customers included in the development, implementation, and production support of integrated systems. Incumbents should have skills in resolving technical application system issues by gathering and analyzing data, reasoning logically, and drawing valid conclusions. They should have knowledge and experience of development in enterprise application processes, and how technologies are related to maintaining integrated systems. Most competitive candidates will have knowledge, skills, and experience with any of the following preferred applications Oracle, Oracle SQL, PeopleSoft, PeopleSoft Application Designer, or PeopleTools. ***Please note: PeopleSoft application developers are highly desired. Meet The Team! Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services. RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage. RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments. EXAMPLES OF ESSENTIAL DUTIES • Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits. • Develop and document user requirements from end-user input for new and existing systems, business processes, and applications. • Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions. • Implement new and modified processes and systems by performing design, application development, installation and testing. • Configure and support off-the-shelf business solutions related to Environmental Health Departments. • Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances. • Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards. • Project Management Including goals and objectives, Team roles and responsibilities, scheduling, priorities, communication, risk, and progress reports. • Constant and regular interaction, coordination, meetings, and collaboration with internal support teams (e.g., DBA's SA's, Tech Support, App Support, Help Desk, and BRM's), countywide stakeholders, and external consultants / project team members. MINIMUM QUALIFICATIONS Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience). Experience: Four years of successful journey level IT job-related experience, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement). Knowledge of: The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval. Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels. Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools. Preferred IT-Related Skills: Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments. Other Requirements License: Possession of a valid California Driver's License may be required. A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department. MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS). * Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent. * Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent. * Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024. A new member is defined as any of the following: A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months. CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
