This position is responsible for leading and directing the functions of the State's HR department and supporting the alignment of the organization's people strategy with the business strategy. Responsibilities include: * Consulting with business and HR leadership teams on the development and execution of state-wide strategy and contributing to the development of plans and programs that maximize employee engagement to deliver on business results. * Working with leadership to create an environment that drives a culture of accountability for performance excellence, including recommending action plans and strategies to address change and culture transformation. * Collaborating with peers (State and COEs) to drive consistency and efficiencies across the organization. * Supporting organizational effectiveness efforts including: * Conducting New Leader Assimilations and ensuring the use of the 90-day new leader plan. * Coaching new leaders on enrollment and employee participation in the New Supervisor Manager program and identifying talent to participate in the Aspiring Leader and Experienced Leader Programs. * Consulting on development plans and using applicable resources and tools to help leaders and talent understand alignment and gaps relative to behaviors. Ensuring utilization and maintenance of position profiles for leadership roles. * Leading Talent Management processes including: * Facilitating Talent Talks with a focus on building diverse and strong succession plans for leadership and key roles. * Promoting Performance and Career Management and assisting leaders in monitoring achievement of goals related to priorities, development plans and check in conversations. * Assisting leaders with the development of Performance Improvement Plans and counseling leaders on employee discipline and coaching. * Facilitating the annual Performance, Investments and Rewards Calibration (PIRC) and Pay for Performance (P4P) programs, including level setting new leaders. * Reinforcing and educating employees on our Employee Value Proposition and Values and Behaviors. * Creating strategic workforce plans and assisting with the development and implementation of staffing and retention strategies. * Coaching leaders and collaborating with applicable COEs on organizational design and effectiveness. * Advising and guiding leaders and employees on HR policies, employment regulations, and workforce practices. * Assisting in the preparation for collective bargaining and contract negotiations. * Participating in labor / management meetings and engaging to improve relationships. * Nurturing a positive and inclusive work environment. * Supporting DEI programs and initiatives, both local and corporate-wide. * Supporting decisions and recommendations through the use of HR metrics. * Support recruiting, testing and interviewing program requirements, including counseling managers on candidate selection and ensuring trained and diverse interview panels and inclusion of hiring champions. * Conducting separation and exit meetings, as required, and promoting the company's exit survey program. Understanding findings and making recommendations for improvement. * Coordinating off cycle discretionary increases and promotion recommendations. * Ensuring legal compliance with State and Federal laws, monitoring state requirements, and maintaining records. * Establishing and developing substantive working relationships with peers, staff and union leadership, and creating an environment to enhance FirstEnergy's culture of safety, compliance, inclusion, accountability, and innovation. Fostering a culture where employees own, promote and reinforce behaviors and feel empowered to speak up. * Planning, organizing, developing, and monitoring the performance of assigned staff, establishing performance requirements and personal development targets, monitoring performance and providing direction for performance improvement and development. * Managing the Absence Management program and monitoring Health & Absence Management, driving for organizational improvement. * Serving in a lead role for outage and storm restoration activities. * Investigating and responding to internal concerns and external charges, as necessary. Qualifications include: * Bachelor's degree in human resources, business or related discipline and a minimum of 7 years relevant work experience is required. In lieu of a degree, a high school diploma and a minimum of 10 years relevant work experience is required. Relevant work experience will include the demonstrated ability to: * Lead high performing teams * Perform the role at full competency and proficiency in the HR discipline * Recommend process improvements and implement solutions to complex issues * Influence decisions made by leadership * Serve as a trusted advisor to customers in all situations and a trusted resource for HR peers * Partner with leadership to proactively identify problems, analyze solutions, and make results-driven recommendations * Work with leaders to identify issues / concerns and develop appropriate steps for resolution * Exercise independent judgement on complex projects and assignments * Develop and deliver presentations for varying audiences on complex subject matter * Experience providing customer-focused support, both internally and externally * Experience in building positive relationships and working with peers cross-functionally, demonstrating teamwork and collaboration * Experience in multiple HR functional areas or working across the business to execute one or more core HR processes * Ability to communicate diplomatically and professionally verbally and in writing * Basic knowledge of Federal, State and local HR regulations * Familiarity with bargaining unit agreements preferred * Strong analytical, decision-making, teamwork and leadership skills * Ability to analyze business needs and generate applicable reports to meet business unit objectives * Ability to appropriately manage conflict and work through difficult situations * Knowledge of Microsoft Office applications (Word, Excel and PowerPoint) * Willingness to travel throughout the organization and work extended hours, as required * Must be available to assist in outage or storm restoration support during evening and weekends as needed * SPHR/PHR certification preferred * Ability to learn, grow and work across FirstEnergy and deliver results Benefits, Compensation & Workforce DiversityAt FirstEnergy, employees are key to our success.
