Assist military and government service personnel in the preparation, and execution of the training/exercise events.--- The Homeland Response Force (HRF)/ Chemical, Biological, Radiological, Nuclear (CBRN) Enhanced Response Force Package (CERFP) Observer Controller/Trainer (OC/T) Team requires exercise support service Mission Command SME to enable HRF/CERFP training and evaluation mission capability within the team.--- The HRF/CERFP CBRN Enterprise Response missions requires Mission Command/Command and Control SME at two levels of commandAccordingly, the CTSA HRF/CERFP team requires Brigade and Battalion Command and Control SME for Command and Control (BDE/BN) level to enable command and control mission capability at the appropriate level within the team.--- Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop staffs at the battalion/brigade levels and Technical Support Forces (TSF) unit emergency response skills.--- During the execution of HRF training exercises and evaluations, contractor support will focus on staff operations, mission command, operations, and logistics.--- Planning and coordination may include unit or venue specific visits, including planning meetings and Site SurveysQualifications:--- Strong expertise in mission command principles, military decision-making processes, and command and control structuresExperience in developing training scenarios, including Master Scenario Event Lists (MSELs), that simulate real-world situations would aid in creating realistic training environments.--- A deep understanding of chemical, biological, radiological, and nuclear (CBRN) response procedures, equipment, and protocolsUnderstanding logistics operations and mission planning.--- Proficiency in designing and delivering training sessions, workshops, and exercises.--- Familiarity with emergency response procedures, incident management, and crisis communicationIn-depth knowledge of command-and-control structures, communication protocols, and operational coordination.--- The ability to analyze complex situations, identify issues, and provide effective solutionsExcellent communication skills.--- Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).--- Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standardsThis document addresses Operations and Training for Technical Search and Rescue Incidents.--- Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.--- Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.--- Possess Hazardous Material First Responder Operations Level certificationFirst responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:--- Knowledge of the basic hazard and risk assessment techniques.--- Know how to select and use proper personal protective equipment provided to the first responder operational level.--- An understanding of basic hazardous materials terms.--- Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.--- Know how to implement basic decontamination procedures.--- An understanding of the relevant standard operating procedures and termination proceduresDAWSON is an Equal
